Despite pinpricks from NC Congress High command supports status quo in J&K

Early Times Report
Jammu, Sept 7: Though there is no love lost between the state unit of the Congress, latest instance to support this claim pertains to the nomination of four members to the Kargil Hill Development Council by Chief Minister,Omar Abdullah which has invited severe anger from the leaders of the Congress party in Jammu and Kashmir, the party High command continues to be opposed to altering the five-year old political arrangement.
Congress sources said that if left to the party vicepresident,Rahul Gandhi,he would not support any move to alter the current political arrangement . Inside reports have revealed that though the author of the status quo is Rahul Gandhi, his mother too continues to support her son. According to these reports, both Sonia Gandhi and Rahul Gandhi, want the Congress in Jammu and Kashmir to preserve its alliance with the National Conference.
Reports said that Sonia Gandhi and Rahul Gandhi favour alliance with the NC to continue even after the next Assembly election. They want that even if the Congress goes to the polls without forging any pre-poll alliance with the NC,the coalition could be revived after the election results were out.
As far as majority of senior leaders of the state unit of the Congress are concerned they want to keep the alliance issue open during the Assembly poll so that after the completion of the election he Congress could explore the possibility of forging an alliance with the PDP too.
Well nothing definite can be stated about the pre-poll and post-poll alliance in view of the rising tempers among the congress leaders over the nomination of four members to the Hill Development Council,Kargil,by the Chief Minister. After the nomination the relations between the Congress and the NC seem to have grown more sour than it was earlier. In fact the tussle between the two alliance partners took an ugly turn when the state Congress accused Chief Minister Omar Abdullah of violating the rules by nominating four members on his own before the formation of new Council. The move has prompted Deputy Chief Minister Tara Chand to shoot a letter to Chief Minister urging him to convene an emergency meeting of the state cabinet to sort-out the issue.
According to Asghar Karbalai, senior Congress leader from Kargil, who emerged victorious in KAHDC polls, alleged that four persons have been nominated by the Chief Minister on his own as the members of the Hill Council without consulting his alliance partner Congress. "This is unethical, illegal and unconstitutional be cause under the coalition dharma it was mandatory for Omar Abdullah to take the Congress into confidence.
Congress sources said that this development may force the Congress high command to review its stand on alliance with the NC.But changing the basic contours of the alliance is yet difficult when the Union Health Minister,Ghulam Nabi Azad and the Corporate Affairs Minister,Sachin Pilot, besides Ahmed Patel have been supporting the idea of sustaining the Congress-NC alliance in Jammu and Kashmir.
Till date the NC leadership has not been able to secure a firm nod from the Congress high command about the continuation of alliance with the Congress even when Dr Farooq Abdullah is said to have conveyed his willingness to allow the Congress to head the Government in alliance with the NC after the next Assembly election.
And if the NC leadership is willing to accept a Congress leader as the Chief Minister after the next Assembly election the Congress cannot expect such a boon under any other experiment.
Reports said that when the Congress high command settles the issue with the NC views of Azad may be given due weightage.Since Azad is totally opposed to the PDP regaining power he may not support those Congress leaders, belonging to Jammu and Kashmir, who are in favour of keeping the alliance issue open till the election results are out.
