SSRB undecided over Distance Education Degrees
High level committee constituted to verify certificates: DyCM

Srinagar, Sept 16: Notwithstanding the constitution of a high-level committee by the Government to decide on certificates and degrees obtained by students from private colleges and deemed universities outside the state through distance mode of education, State Service Selection Board is yet to clear its stand on the issue.
Though the Government had made a statement on the floor of the house earlier this year that Service Selection Recruitment Board was presently considering the degrees obtained through distance mode from IGNOU, Maulana Azad National Urdu University and Department of Electronics and Accreditation of Computer Courses (DOEACC) for appointment to Government as well as private jobs, however, this time the recruiting agency has not barred the candidates who have obtained degrees from other outside universities from appearing in the written test being conducted for the post of teachers.
When contacted, Chairman SSRB, Shegufta Parvin told Early Times today that the documents (certificates) of the candidates shall be scrutinized only after they qualify the written test and even fall in 1:3 formula.
"At this time we need not to scrutinize or check the certificates, the process of scrutiny of the certificates shall start only after the candidate qualifies the written test and falls in 1:3 ratio," Shegufta said.
Pertinently Service Selection Board had earlier issued notification on November 12 under ad No. 07 of 2010 by the Department of Education to fill the vacant teacher position, in which only Kashmir University, Jammu University, IGNOU, Maulana Azad National Urdu University and DOEACC degrees have been mentioned as valid.
Service selection Board in this notification OM No: HE/LEGAL/2010 had quoted in clear words with reference to paragraphs (J) of notification issued by Higher education on March 30, 2010 that other than IGNOU and DOEACC degrees or diploma obtained under distance will not be accepted so far until these non-state degrees or diploma will not be accepted by Kashmir University and Jammu University and also by Jammu and Kashmir State Board of Technical Education.
It merits a mention here that around 12,000 posts of teachers, masters, lecturers and non-teaching positions are lying vacant in the Education department..
As per the report on Committee of Estimates of the State legislature, out of total 11689 vacant posts, 5,548 are vacant in Kashmir province and 6,141 in Jammu region. The vacant posts include those of teachers (including RETs) masters, lecturers, non-teaching and class-IV staff.
However, the Education Department officials claim that the overall functioning of the department has improved a lot and all the vacant posts will be filled on fast track basis.
Deputy Chief Minister, Tara Chand told Early Times today that under the given scenario his department is the main job-provider among all Government departments and thousands of qualified jobseekers will get employment soon in the department.
"You should appreciate that we have referred around 17, 000 posts to the recruiting agencies -SSRB and Public service Commission for filling up the posts on fast-track basis," Tara Chand said and added that thousands more from border areas will be appointed on ReT pattern.
"I have directed my department to ensure early filling up of the vacancies either on ReT pattern or through SSRB, besides rationalization of posting of the teaching staff atleast to minimum requirement in all schools of the State," deputy CM said.
"Job seekers now have something to rejoice, as we have referred more than seventeen thousand posts of teachers, lecturers and other vacancies to the recruiting agencies," Tara Chand said.
On the validity of the distance mode certificates, Tara Chand said a high level committee has already been constituted to look into the issue. .
JKSSRB, chairman, Shegufta Parvin said that more than eight thousand vacancies in the Education Department have been advertised and the selection process is going on.
