| Govt lambasted over sub-standard construction of Schools | | | Early Times Report Jammu, Oct 16: Jammu Private Schools and ETT Institutes Association (Progressive) president Deep Singh today maintained that the latest shameful media exposures related to sub-standard material used in construction of government school buildings of the state have put a question mark on the needed implementation of "Right to Free and Compulsory Education Act, 2013" where thousands of new schools are to be opened. He further said that the private sector has been feeling fed-up due to non cooperative and unfair agenda of the state government having no education policy as on date. "Imposition of unwanted policies/procedures and creating hurdles like inclusion of this noble field in "Shop establishment category of Labor Act", Electricity on commercial rates, issuing of different SROs without consulting stakeholders causing a hanging atmosphere in recognition process, non participation in existing limited departmental activities, lack of any kerosene oil quota for institutions generators or any subsidy provision in new purchase of generators are being seen as a deliberate attempt of the state government and its agencies to create an atmosphere of frustration among the players of private sector", Singh further alleged. He further alleged that on the other hand, construction agencies of state government like JKPCC and other corruption based contractor system involved network of rural development department have badly failed to raise the schooling and colleges building infrastructures. "Similarly corruption based transfer system of the government has already displayed a flop show in the working of government sponsored education system", he alleged, adding that recent hotchpotch proposed teacher cadre structure and recruitment norms related notification of school education department failed to clear its sense among the aspirant youth, which was an issue of concern and the responsibility in this regard must need to be fixed against the managers. He further said that in such an atmosphere of self created uncertainty, Civil Society must loudly ask the political parties to clear their intensions on education and child care policy in their expected 2014 election manifestos otherwise state as a whole have to suffer in near future. |
