Bashir Assad SRINAGAR, Oct 18: As per the population criteria with reference to 2011 census, there is a deficiency of 1757 health institutions in the State. In written reply to a question of PDP MLA, Sayed Basharat Bukhari, the Minister in-charge Health, Shabir Ahmad Khan during the recently concluded Assembly session said that there is deficiency of 1062 and 695 health institutions in Kashmir and Jammu divisions respectively. Khan while giving the break up of the deficiency of the health institutions in Kashmir Division, said that there is a requirement of 42 Community Health Centers, 122 Primary Health Centers and 898 Sub-Centers while in Jammu Division 22 Community Health Centers, 79 Primary Health Centers and 594 more Sub-Centers are required as per the population criteria to cater the demand of the people. Khan said that on the recommendations of the House Committee, the department has further worked out the deficiency of 238 Sub-Centers through Remote Sensing Department by using Geo-Informatics System based on catchments area, travel time, population coverage and existing Health Institutions. The department has also worked out deficiency of around 400 Sub-Centers across the State. So if the population criteria and the departmentally worked out deficiencies are put together, the overall deficiency of health institutions across the State is at 2395. As regards to the restoration of 134 posts kept in abeyance for institutions opened and upgraded during 2002-3, Shabir Khan said the issue was raised in the Cabinet after obtaining fresh concurrence from Finance Department. However, departmental proposal was returned back with the observations to establish, the requirement for the posts rather than resurrect an old proposal which is being examined in the department. Pertinently the House Committee had recommended restoration of 134 posts. |
