| Face lifting of roads, kerb stones makes official-contractor nexus of R&B rich | | | Javaid Naikoo
SRINAGAR, Oct 18: A major scam of using illegal methods by Roads and Buildings (R&B) Department Srinagar in nexus with concerned contractors is fetching crores to the concerned officials and contractors. The document details along with video proofs in possession of Early Times reveal that during the process of beautification, facelifting, painting of police beats, grills, iron railings and poles etc. of many roads including the Indira Gandhi Air Port Road the R&B officials in nexus with contractors not only violate the prescribed guidelines mentioned in the allotment order for the work but also use fraudulent methods which include use of substandard material to grab a make money. According to the document, only branded paints of Apco track paint and Nerolac synthetic enamel were recommended to ensure the roads and kerb stones remained in good shape for one season at least.
Before applying the recommended paint, the roads and kerb stones are supposed to be washed with detergents and appropriate chemicals to clean the grease, oil spots and dust. However, the video shows how the guidelines have been violated.
The document said that the work was to be completed before the Darbar Move. However, the work was completed in Down Town Dalgate, Hazratbal and Lal Bazar in last week of August had that too when some RTI activists intervened.
One prominent RTI activist of the Jammu and Kashmir RTI movement, Dr Mushtaq Khan who after noticing the fraudulent measures used in the work done on many roads so far filed an RTI application in R&B division Ist of Nowpora area while talking to Early Times said that he was approached by the concerned contractors with a huge sum of money to negotiate on the issue only after concerned R&B officials pressurized them and stopped their bills on the eve of Eid. He also said that though information in connection with face lifting and beautification process is denied at many fronts so far as the concerned R&B officials in nexus with the concerned contractors are using all the means and measures to hide up the issue and grab a huge sum of money among them, however, some prominent RTI activists of Kashmir are following this scam whole-heartedly and have already filed RTI applications in connection with the same in the concerned department to expose the scam among the common masses. |
