| Non performers shown as 'high performers', deserving lot in performer list | | PYC style of 'appraisal' in J&K | | Early Times Report
Jammu, Oct 20: It can happen and is expected only in an organization like Congress. Sycophancy and brazen discrimination by leaders at the helm of Pradesh Youth Congress is having a negative impact on the conviction and affecting the real performance of the Pradesh Youth Congress workers. Trampling the very spirit of the 'management unit system' and its inherent performance rating procedure, non performing workers have been declared as high performers and high performers have been rated as just performers by the PYC leadership.
Sources said that as per the directions of Rahul Gandhi every state has created a management unit under which it is desired by the High Command to have a monthly review and assessment of Youth Congress activities and the contribution as also efforts put in by the workers in making these activities meaningful. In simple words, the Youth Congress leadership has been asked to make a list of performers and high performers in the party on the basis of their fair judgment of the active role of functionaries associated with the organization. This system has been started to have an idea about the functionaries who have a passionate zeal to strengthen the party at the ground level and discourage sycophantic elements and their ever appeasing tendencies.
Sources said J&K Youth Congress president Shahnawaz Choudhary has followed the instructions, albeit on a flawed and unfair pattern. Instead of categorizing the functionaries and workers in an unbiased manner, the state president has allegedly put such people in the list of high performers who seldom work in the field or have consistently pursued activities voluntarily or as the High commands wants them to be in such a mode, sources said adding all that these people do is to keep their 'bosses ' in good humour and register appearance when dignitaries from New Delhi arrive in the state. On the contrary, the functionaries who work relentlessly and put in their efforts in a big way in all activities from time to time, a role which deserved them rating of high performers undisputedly, have been ignored and kept in the list of performers , sources said further. This has not been done with just a couple of people as a matter of aberration but deliberately for more than one reason. Sources said it is conscious action to push the senior and hardworking functionaries aside lest they grab the chances to be at the highest post in future. The fears and apprehensions of the existing leadership have been doubled ever since Rahul Gandhi made it clear recently that it is only those workers who be rewarded with key roles who work with dedication and a sense of commitment, sources said while explaining the flawed assessment in giving ratings .
Now this has apparently affected the zeal and momentum of the workers who ought to have been declared as high performers, sources said adding that they now stand as a demoralized lot for obvious reasons. What has come as a shock to many of them is that IAC senior leader Chetan Chouhan in-charge J&K has also given his nod to the rating despite knowing well that there are some genuine names missing in the list of high performers which actually finds mention of non performers. |
