| Delay in strengthening PRIs, Urban Local Bodies: Rahul gives indirect warning to Omar | | | Mishu Gupta JAMMU, Nov 6: Without naming Chief Minister Omar Abdullah, Congress Vice President Rahul Gandhi today launched a indirect attack on National Conference for delaying empowerment of Panchayati Raj Institutions and Local Bodies. Addressing Panchayat Conference here today, Rahul Gandhi made it clear that he would not compromise on this issue. "We are in power in the state. We are pursuing to see through the enactment of Article 73 and 74 here. We would ensure that you get your rights. We shall fight for you and I will keep coming back and pursuing the issues", he said. "UPA is ruling in Delhi since 2004 and you must have heard that our focus has been on our rights. To provide employment to everyone through employment guarantee programme has been our priority", Rahul mentioned. "We have given the rights of information in the form of RTI whose effect is being seen by everyone now. Nobody should live in hunger, so we have given Right to food. And we have many rights to the people of India. No programme -- be it MGNREGA or Right to Food can be run without the assistance of Panchayati Raj", he observed, adding , "To carry forward these programmes, village leadership is needed because it is from there that the programmes are initiated". I would ask you: What are the rights of the sarpanch and leaders of local bodies in Jammu. Tell me their rights. Please tell me. Do they have any rights?
