Mess on in Revenue Department as Girdawars assume role of Patwaris
Young Patwaris fumed over change in nomenclature

SRINAGAR, Nov 6: There seems to be no end to mess in the Revenue department as Girdawars are carrying out the job of a Land Record Assistant and they have forgotten their basic duty of overlooking the functions being carried out in a revenue village.
Sources told Early Times that scores of Girdawars across the Kashmir valley while flouting the rules managed to get the charge of many revenue villages. In this way the Girdawars are discharging the job of a Land Record Assistant known as Patwari in the local parlance. This has led to resentment among a section of Patwaris who don't want any other official to do their job.
"Girdawars are expected to oversee and monitor the functions being carried out by the Patwaris in their respective villages. However, as on date the Girdawars have turned into Patwaris and they no longer oversee the revenue department related activities in their area. This has seriously upset the overall functioning of Revenue department," said the sources.
The sources said that most of Patwaris pay hefty amount as bribe as and when their promotion is due and they are to be elevated to the position of Girdawar. In this way a Patwari remains to be Patwari for years altogether since the official is not enthused to be elevated to higher position.
"Patwaris and Girdawars are playing with rules and regulations as far as their posting is concerned. While Patwaris pay hefty amount for getting plum posting Girdawars on the other side pay bribe on two fronts. Some of them block their promotion by preferring to be Patwari while those who are promoted manage to get the charge of a revenue village after greasing palms of concerned officials," said the sources.
Sources said that norms are being violated with impunity as far as transfer of Patwaris and Girdawars is concerned. They said the normal tenure of two to four years of posting of an official at a particular place is not being adhered to in the Revenue department. They added that there are instances where some officials are being posted for eight to ten years at a particular place.
"Normally a Patwari is given the charge of one revenue village while as the Girdawar is assigned the charge of more than one village. This causes heartburn among the Patwaris and in certain cases the Patwaris have already raised their concern. As more and more qualified youth are joining the Revenue department as Patwari they want this scenario to be changed so that they can deliver to the best of their abilities," said the sources.
The sources said that the phenomenon of assigning the charge of revenue villages to Girdawars is present across the length and breadth of the Kashmir valley. They said the higher ups of the department despite knowing about this have taken no action whatsoever to set the matter right.
