| Coalition Govt apathetic over empowering Panchayats in state: ANC | | | Early Times Report
Jammu, Nov 8: Awami National Conference has strongly condemned the coalition partners for doing politics over empowering panchayats in state. Reacting to Congress tough posture against the NC on the issue of delay in extending the 73rd Amendment of the Indian Constitution to J&K, ANC Provincial president, Gian Singh said that it is nothing but shadowboxing between two coalition partners to befool the people. He added that both parties are responsible for the prevailing mess, chaos and uncertainty in the state. Singh reacting sharply claimed that both Congress and NC have desperately failed to strengthen the Panchayati Raj Institutions in the state as both these parties giving statements only for public consumption but internally they are non serious in strengthening democracy at the grass-roots level. "Had Congress leaders been serious about holding the civic bodies' elections or strengthening the panchayats, the government would have taken some concrete steps in this regard," he said. National Conference and Congress have taken differing stands on implementation of 73rd and 74th amendment of the Constitution in J&K.The NC has maintained that it was willing to incorporate some provisions of these amendments in the state Panchayati Raj Act while Congress has been pressing that all provisions of these amendments should be implemented in the state. He appealed the State Government for holding Block Council elections to ensure more financial powers to the Panchayats .Singh stated that the full empowerment of Panchayats both in financial as well as service sector would be achieved when the Block and District Council elections of Panchayats are held. Both parties should understand that "A well established and empowered Panchayat Raj in the State was the dream of Sheikh Mohammad Abdullah, Indira Gandhi and Rajiv Gandhi who had envisioned powerful Panchayat Raj in the Country. Singh adding further said that the coalition government must take out governance from the Secretariat to the ground level to achieve the target and make the grass roots level public representatives empowered enough to be part and parcel in the plan formulation and implementation of development programmes. |
