| Despite 194 FIRs; crores spent on protection, fuel, accommodation of separatists | | Whopping cost of separatism on public exchequer! | | Sumit Sharma JAMMU, Nov 8: Notwithstanding 194 FIRs under various crimes, the separatist leaders in Kashmir have been enjoying police protection which has costed crores of rupees to the public exchequer for the last five years. Huge contingent of Police has been deployed in the security of these separatists and their families even as Police rue shortage of manpower for regular policing. As per the information given by Department of Home, Civil Secretariat, Srinagar (J&K), an amount approximately Rs 1980210 has been in last 5 years on the salaries of PSOs/drivers/ security guards of the security provided to the Hurriyat and separatist leaders. Department further divulges that around 194 cases have been registered against such leaders in different police stations in the state. The disclosure came to fore when advocates of High Court Jammu Kovid Khosla and Shashi Paul Sharma filed RTI query to the Home Department and sought details including amount spent on salaries of the PSOs/drivers/security guards to Hurriyat, separatist leaders for the last 5 years, expenditure on fuel for the Government vehicles allotted to such leaders, total number of vehicles and security guards deployed for them, number of criminal cases registered against them, amount spent on their foreign tours and Government accommodations provided to them. Home Department referred the RTI query to the Police Head Quarters (PHQ) for disposal. In reply, the Police Department, Srinagar in its reply no HQ/2013/RTI/S-40/838-37 said that Rs 1980210 (approximately) have been spent for the protection of such leaders, 17 personnel have been deployed for them from District Police Line, Srinagar, adding, the rest of the query pertained to the Government and not Police Department. Further, the department said that about 194 cases have been registered against such leaders in different police stations in state for the last 5 years. In district Srinagar alone about 105 FIRs have been registered against the separatist and Hurriyat leaders, 37 FIRs have been registered against Hurriyat leaders in district Shopian, 4 FIRs have been registered against them in district Handwara, 6 FIRs registered against them in district Poonch, one in district Udhampur and one in district Jammu in City Police Station, one in district Ramban and 2 FIRs registered against them in district Ganderbal. The Hurriyat and separatist leaders who have discredit of 194 FIRs against them include Mohd Yaseen Malik, chairman JKLF, Syed Ali Shah Geelani, chairman Huriyat G, Moulvi Mohd Umar Farooq, chairman (M), Asia Andrabi, chairman Dukhtarani Milat, Masrat Alam Bhat, Farooq Ahmad Dar alias Bita Karate, Mohd Ashraf Sharia, Sheikh Abdul Rahseed, Gh. Nabi Sumji, Firdoos Ahmed Bhat, Mehraj ud din Kalwal, Mehraj-ud-Din Bangroo, Shakeel Ahmed Bhat, Shabir Ahmed Shah, Ab Aziz Ahanger, Mukhtar Ahmed Sofi, Zafar Akhbar Bhat, Bashir Ahmed Tata, Mohd Saleem Zargar, Javid Ahmed Wani, Nisar Ahmed Rathar, Altaf Dar, Hilal Ahmed Bhat, Irshad Mohd Sofi, Mudasir Ahmd Teeli and Ab Hamid Teeli. According to details of expenditure incurred on them, in the year 2001 Rs 816746 was incurred on salaries of PSOs/drivers, an amount Rs 754004 was incurred on salaries of residential guards of such leaders. In the year 2002, an amount of Rs 4554120 was incurred on salaries of PSOs/drivers, an amount Rs 795800 was incurred on salaries of residential guards. In year 2003, Rs 1511958 was incurred on salaries of PSOs/drivers, Rs 43534 was incurred on fuel and Rs 366959 was incurred on salaries on residential guards. In year 2004, Rs 1633882 was incurred on salaries of PSOs, Rs 446180 was incurred on fuel and Rs 357490 was incurred on salaries on residential guards. In year 2005, Rs 2603522 was incurred on salaries of PSOs, Rs 509013 was incurred on fuel and Rs 665960 was incurred on salaries on residential guards. In year 2006, Rs 2804823 was incurred on salaries of PSOs, Rs 892688 was incurred on fuel and Rs 1324442 was incurred on salaries of residential guards. In the year 2007, Rs 3575212 was incurred on salaries of PSOs, Rs 986905 was incurred on fuel and Rs 3858036 was incurred on salaries on residential guards. In the year 2008, Rs 4106982 was incurred on salaries on PSOs, Rs 661342.35 was incurred on fuel and Rs 3915856 was incurred on salaries of residential guards. In the year 2009, Rs 4855922 was incurred on salaries of PSOs, Rs 917663.41 was incurred on fuel and Rs 4586760 was incurred on salaries of residential guards. In the year 2010, Rs 7252644 was incurred on salaries of PSOs, Rs 995393.89 was incurred on fuel and Rs 7325499 was incurred on salaries of residential guards. In the year 2011, Rs 7395257 was incurred on salaries on PSOs, Rs 958135 was incurred on fuel and Rs 6619722 was incurred on salaries of residential guards and in the year 2012, Rs 8550231 was incurred on salaries of PSOs, Rs 699415.67 was incurred on fuel and Rs 7360605 was incurred on salaries of residential guards of the Hurriyat and separatist leaders. |
