Pro-separatist Radha opposes implementation of 73rd amendment

JAMMU, Nov 8: "Anti-democratic" and pro-greater autonomy National Conference (NC), which is leading the coalition Government in the state for almost five years and which is vehemently opposed to the demand seeking implementation of the provisions of 73rd constitutional amendment in the state, has got support from the pro-separatist former interlocutor Radha Kumar. The elected panchs and sarpanchs across the state have been demanding the implementation of this amendment for almost three years now so that the Panchayati Raj Institutions are strengthened, but with no result.
The NC has been opposing the demand of the panchs and sarpanchs on the spurious ground that the implementation or adoption of 73rd constitutional amendment would erode the special status the state enjoys under Article 370 of the Indian Constitution. Besides, the Chief Minister, Omar Abdullah, and his uncle Mustafa Kamaal have been saying that most the MLAs and some Congress Ministers are against the adoption of this constitutional amendment as they do not want to share power with panchs and sarpanchs. In fact, Mustafa Kamaal has been accusing the Congress of playing "cheap politics" over the issue and saying that the Congress lawmakers have never ever raised the issue in the assembly.
As said, the NC has got support from Radha Kumar, who in October 2010 told some students of Kashmir University that the interlocutors would persuade the Government of India to amend the Indian Constitution so that their "azadi" demand was accommodated. She on Thursday reportedly said that Jammu and Kashmir Government "should not implement provisions of the 73rd amendment to its Panchayati Raj Act as it would lead to the erosion of Special Status of the State". "There is a common perception in Jammu and Kashmir that right from 1947, the special status of the State has been eroded by incorporating different provisions of the Indian Constitution. This perception would grow stronger if provisions of 73rd amendment are incorporated in the State's Panchayati Raj Act," the protagonist of the state's Azadi said.
It must remain a matter of shame for Radha Kumar and others of her ilk who want Jammu and Kashmir a separate entity and oppose the introduction of central laws in the state. Paradoxically, the Congress-led UPA Government only listens to only such anti-democratic and pro-separatist elements.
It is time for the Congress to assert its authority and make the NC see the reason. It must tell the NC that it will wait for just two weeks and withdraw its support to it in case the Government fails to do the needful within this period.
