| J&K Govt; all for legislators, commoners await their turn | | | Syed Junaid Hashmi JAMMU, Nov 8: Chief Minister Omar Abdullah's Government is less bothered about common man and more worried about privileges of the legislators. This is despite the fact that legislators including the ones from the opposition get most of the attention in the Government offices across the state. Commoners are made to toil hard even for trivial issues. Neither the GAD nor the Chief Minister's office has ever issued an order imploring upon the officials to prioritize commoners issue apart from giving due time to concerns of legislators. State Government has issued more than 10 orders asking administrative secretaries, both Divisional Commissioners, all Heads of departments, all Deputy Commissioners and the Officers of J&K Police to take special care of the privileges and amenities of the legislators. Not only have the orders have been issued repeatedly, Government at the highest level has been repeatedly asking the officers to give due regard to letters and other communication sent to them by the legislators. Such is the sycophancy that officers at times leave their official work concerning the commoners to attend to legislators and meet their concerns. In one particular case, a man was forced to remain on stretcher in the emergency room of the hospital by the staff since they were busy attending to a legislator of the ruling dispensation. Several such instances can be quoted from many other offices across the state. According to GAD, Government has repeatedly asked the officials to adhere to the Circulars No: 33-GAD of 2009 dated 16.07.2009, No: 26-GAD of 2012 dated 30.08.2012, No: 29-GAD of 2012 dated 21.09.2012 and No: 07-GAD of 2013 dated 06.03.2013, wherein detailed instructions regarding privileges amenities to the Legislators have been notified. Further, Government order-No.13-Hospitality and Protocol (H&P) of 2001 dated 16-07-2001 provides warrant of precedence to be observed at all national and state functions in the state. The latest order was issued after a meeting was taken by Speaker of Legislative Assembly Mubarak Gul with the Chairpersons of financial and other committees of the House on 07-11-2013; wherein it was pointed out that Government order no. 13-H&P of 2001 dated 16-07-2001 and the other instructions given from time to time are not being adhered to in letter and spirit. GAD again issued an order asking all concerned to strictly adhere to the instructions issued from time to time regarding privileges to the legislators. Besides, the officials have been asked to adhere to warrant of precedence notified vide Government Order No.13-H&P of 2001 dated 16-07-2001 strictly at all functions in the state. According to the Government order, it has been enjoined upon all the officers that D.O. letters addressed by the Legislators to the senior officers shall be promptly acknowledged and in due course, the members informed of the action taken or proposed to be taken by the department on such matters. |
