| CM's grievance cell a flop as a commoner fails to shift to his own house | | MD Agro Industries misusing official position while helping his relative | | Jehangir Rashid
SRINAGAR, Nov 11: Chief Minister Omar Abdullah's claim of early redressal of grievances of the people though his grievance cell has fallen flat as a case is pending for the last four months wherein a top officer has misused his official position while causing trouble to a commoner.
On July 21 this year, Tariq Ahmad Shah presently residing at Jawahar Nagar here wrote a letter to Chief Minister about the misuse of official position by Abdul Majid Bhat, Managing Director, Jammu and Kashmir Agro Industries. Majid has misused his position and helped his brother in law Mohammad Ashraf Budoo to encroach upon a 12 feet lane on the Dr. Ali Jan road enroute Sher-I-Kashmir Institute of Medical Sciences, Soura.
Tariq was expecting that Omar through his grievance cell would order for immediate action against the encroacher. However, four months down the line no action whatsoever has been taken with Budoo continuing to hold on to the encroachment. This is despite the fact that concerned revenue authorities have made it clear that Budoo has violated the rules while encroaching on the lane.
"In 2010, I purchased a land at Shah-I-Hamdan Colony on the Dr. Ali Jan Road which is not a notified area. I applied for permission of construction of house and got the permission under permission number 628 in November 2012. I completed the construction of the house and wanted to erect the gate before I could shift there," said Tariq while sharing his views with Early Times.
Tariq said that he got surprised when one of the neighbours objected to the erection of gate saying that same would act as a blur to his house located in the same lane. He made the point clear to his neighbour that nobody can stop him from erecting the gate as he went by procedure as far as completion of construction of his house is concerned.
"The person who raised hue and cry was Mohammad Ashraf Budoo, brother in law of Abdul Majid Bhat. I approached the concerned ward officer who said that directions would be issued and I would be able to erect the gate. However, nothing of that sort happened. In fact, Budoo complained that I didn't have any permission and as such my house should be demolished," said Tariq.
Tariq said that Budoo had already encroached upon the lane and wanted to grab it by any means. He said Budoo got somewhat perplexed when he (Tariq) went in the area to erect gate so that he could shift. He said he got the necessary verification from SSP Srinagar and SHO Srinagar that all the formalities have been completed and Tariq is the owner of the land where he has constructed the house.
"In January this year when Budoo felt that his case is weak he got the fencing erected on the lane encroached by him demolished. But before this the Srinagar Municipal Corporation without paying any heeds to my repeated requests demolished a portion of attic of my house saying that this is a violation. This was despite the fact that the permission was granted by the SMC authorities," said Tariq.
Tariq said that Majid who served as Law Officer in SMC used his influence and got the attic demolished adding that Majid enjoys the patronage of Minister for Agriculture, Ghulam Hassan Mir. He said that Majid a non-KAS officer has got promoted as MD, Jammu and Kashmir Agro Industries due to his close proximity to Mir and also helping his two brothers to get plum postings despite that they are not being eligible for the same.
"Budoo has constructed his house on the agricultural land and got no permission whatsoever. I got the necessary permission but still then I am being harassed. Then tehsildar, Srinagar North has already submitted report to Deputy Commissioner saying that I have followed procedure while constructing my house and I am the owner of the land. However, still then there is no action as the other party enjoys the misuse of official position," said Tariq.
Tariq said that he met Tanvir Sadiq, political secretary to Chief Minister in order to settle the case. He said Tanvir told him to get some goons and settle the issue once for all by taking strong action against Budoo and Majid. He also shot a representation to BB Vyas, Principal Secretary to Chief Minister but of no use. He says that he wants to shift to his house so that his asset doesn't get wasted. |
