ET Report
Jammu, Nov 13: J&K's Upper House of legislature is going the Assembly way in making appointments and recruitments for various posts for the functioning of the House. Even as the authorities sometime back publicised through advertisements in news papers about the vacancies and the number of posts that were sought to be filled from both the regions of the State, the selection so made was done in a manner that has raised many a eyebrows. While the procedure for selection appeared ambigious, what indicates some 'unfair play' and adds fuel to apprehensions of alleged nepotsim having played its role is the fact that authorities did not make the list of selected candidates public nor have joined their duties in a regular and transparent manner. The selected candidates, it is learnt have been asked to complete the formal joining formalities in a hush hush manner, apparently in order to avoid any controversy or objection from any quarter for a stipulated and mandatory period of around 90 days.
Sources said contrary to appointments made in the Legislative Assembly completely through backdoor in the past, without even making it known how many posts were to be filled , Legislative Council authorities did follow some regulations in publishing proper advertisements in the newspapers. However, what followed thereafter this first step, was something no different than how candidates were taken on board in terms of final selection in the Assembly . Sources said a total of 7 candidates have been selected after they were made to face a 'selection process', an interview board . Sources said this Board was set up with members on the panel determined by the LC authorities themselves and it was given to understand they are experts in the field of judging the deserving and capable candidates. The 7 posts against whom the candidates have been selected include three as reporters , three as translators and one person as technical assistant.
Sources said even though the list has not been made public, it has come to be known that recruitment for few has been made on political considerations. While a couple of selected candidates are learnt to having affiliation with one of main parties in ruling coalition in capacity of functionaries, one candidates has managed entry with the 'added' qualification of having remained PRO of a senior politician again in the ruling political party. Sources also said that one of the members so selected is the kin of a Minister in the Omar led Government. Moreover, the eligibility criteria of a couple of selected candidates is also being questioned by aspirants as a couple of those having managed with ease are said to not fulfilling the basic requirement of qualification from a recognised University.
