| Technical Education department promotes officials without convening DPC meeting | | Technical staff asked to do office work at Directorate | | Jehangir Rashid SRINAGAR, Nov 13: Virtually playing with rules and regulations and showing no respect to the norms laid down for the promotion of officials Director Technical Education, Jai Pal Singh has issued promotion orders of scores of officials without convening the Departmental Promotion Committee (DPC) meeting. Sources told Early Times that last month scores of Senior Assistants in the Technical Education department were promoted as Head Clerks. The promotions were made through order no 702 of 2013 dated 10-10-2013. At the same time the department promoted scores of Junior Assistants as Senior Assistants vide order no 703 of 2013 dated 10-10-2013. "The promotions were made by Director Technical Education without convening the meeting of DPC constituted by the Government vide Government Order No: 171-Edu (Tech) of 2012. Director Technical Education while making such orders has brazenly violated all rules; norms in making transfers\adjustments on pick and choose method of his favourites and sycophants," said the sources. Director Technical Education did not pay any heed to the Government order under which he was appointed as Chairman of DPC while as Deputy Director, Directorate of Technical Education was appointed as member secretary. Besides, Provincial Deputy Directors of Technical Education and Deputy Secretary to Government, Department of Technical education were appointed as the members of DPC. "A large number of employees of ITI sector have been placed in the Directorate and State Board of Technical Education un-necessarily without any logic. Orders pertaining to instructional staff that include Rabia Rasool and Rukhsana Nazir (stenography instructors) are glaring examples in this regard and from years together the training programme and routine work of the institutes has been badly affected thus causing huge loss to the State exchequer," sources said. Sources said that in order to run various trades academic arrangements are being made from time to time in their place which too has caused huge loss to the State exchequer. The sources said that Directorate while making promotion of various officials as Senior Assistants and Head Clerks has retained number of such officials in the same place (Directorate) without altering their present posting. "These officials are working in the Directorate from decades together and have created obnoxious circle of corruption. Presently, the existing strength of Junior Assistants, Senior Assistants and Head clerks in the Directorate is more than the sanctioned strength and the institutions which are responsible to run the training programme are left without Ministerial staff," said sources. The sources said that as per order number 703 of 2013 postings of serial numbers 2, 7 and 8 have not been altered even after their promotion as Senior Assistants. Similarly as per order number 702 of 2013 posting of serial numbers 5 and 10 namely Ashiq Hussain Mir and Mohammad Yusuf Naik respectively has not been altered even after their promotions as Head Assistants and also due to the fact that they are serving for the last 15 years at the same place. The adjustments made by Directorate in violation to promotion rules without convening the meeting of the DPC has raised huge question mark over the functioning of the Directorate. Sources said that no Junior Assistant is available in any of the 26 institutes in Kashmir division and the work in these institutes is suffering badly. |
