| Routine 'hustle-bustle' goes missing despite formal functioning of Darbar | | Power 'magic' eludes winter capital | | Kunas Shrivatsa Jammu, Nov 13: Even as the 'Darbar' has moved to the winter capital of the State and began formal functioning here since November 4, the usual buzz associated with the 'highest seat of power' is missing which could easily be felt after visiting the Civil Secretariat. Generally, the visitors start to make rounds of the Civil Secretariat right from the day one thereby making it alive with customary hustle-bustle. However, this time around the Civil Secretariat that would remain crowded till late evenings is still wearing a deserted look as one could hardly find long queues of people waiting near Visitors' Lounge or outside the Civil Secretariat. A small group of visitors outside the secretariat told Early Times that there was no fun coming here as most of the Move offices had not become functional yet. "It seems that the employees of the Civil Secretariat are still in a holiday mode. The break after closure of offices in Srinagar has, perhaps gone to their heads. In most of the offices visitors are welcomed by empty chairs and even those employees, who are in attendance give cold response to your queries…. They keep on lingering one's case on one pretext or the other," said Joginder with disappointment writ large on his face. The reality of work culture and efficiency of the State Government could be gauged from the fact that many visitors are being told that the trunks containing the files are still not opened and it will take few more days to unpack the material. The one line response of the staff is "Trunk Khulenge to File Ka Pata Chalega (File's location could be ascertained only after the trunks are unloaded)." "I have some work in School Education Department and came here for the fourth time since the re-opening of Darbar but every time I get a reply that come after two-three days since the trunks are yet to be opened," a visitor wishing anonymity, said. If such an unprofessional scenario prevails at the highest seat of power then one could realize that what will be the state of affairs in the offices functioning outside the Civil Secretariat. |
