Of rampant extension to favourites and Omar's crocodile tears
'Extension is given to promote corruption'

JAMMU, Nov 22: As Mushtaq Peer former BOPEE Chairman is being grilled by the State Crime Branch , Chief Minister Omar Abdullah is now shedding crocodile tears over the CET scam but how can he deny the fact that it was his own Cabinet which met under his chairmanship last year and ordered an extension for him.
In addition to `uncalled for extension' Peer was appointed as Consultant for fast track appointment committee for appointing class IV employees. This made it amply clear that Peer enjoyed political patronage and must have made a fortune while appointing Class IV employees.
Pertinent to mention here that Mushtaq Ahmad Peer was earlier appointed as Chairman BOPEE by the present Government. It is not only one Mushtaq Peer but there are several persons like him who have been given extension on the basis of political patronage.
The Regional Transport Officer (RTO) Kashmir Mohammad Anees is a peculiar example which proves that present Government lead by National Conference patronages corruption in J&K. Anees was appointed as RTI Kashmir during Farooq Abdullah's tenure as CM (1996 to 2002) and according to reliable sources he amassed huge wealth by taking money in lieu of issuing driving licenses , permits etc through his touts .
After that when NC came to power in 2008 again Anees again managed to get the posting of RTO Kashmir. Sources say that in total the said officer has remained as RTO Kashmir for 8 years or more (1997 to 2002) and (2010 till date). When he retired in April this year he got an extension for a year and still continues to hold the post of RTO Kashmir and for making all this happen the force behind Mohammad Anees is his wife Shamima Firdous the NC MLA from Habbakadal and Chairperson State Commission for Women .
If Government was under pressure to give extension in favour of Anees RTO why he wasn't sent to some other department other than RTO office Kashmir. Can Omar Abdullah justify this ? Similarly the former MD J&K Handicrafts Corporation Showkat Ali who happens to be husband of Commissioner Secretary PWD Tanveer Jehan was given an extension. Showkat has a case in State Vigilance Organisation dating back to 2007 while he served as MD JKHC. But when he retired few years back , he was also given an extension and till date the said officer is on extension . Can Omar Abdullah justify this?
On one side present Government bans extension of Govt services but on the other hand same Govt gives extension to their favorites
Basharat Dhar retired as Commissioner Secretary three years back and was made MD J&K Power Development Corporation . It seems as if there was no perfect candidate to head PDC. Now recently Dhar has been given 2nd extension and has been made Chairman State Electricity Regulatory Authority (SERC) . Dhar was serving two year extension in his service as Managing Director, J&K Power Development Corporation (PDC) and would complete the term in coming December.
The other two members of the SERC, Devinder Singh Pawar and Ghulam Mohammad Khan are also retired government employees. The Commission regulates power tariff in the state.
Last April Ravi Kumar Mangotra who retired as Director General Accounts and Treasuries was reemployed as Financial Consultant for one year.
The present Chief Executive Officer (CEO) of the centrally sponsored scheme, Integrated Watershed Management Program (IWMP) in the state, Dr Ghulam Hassan Shah retired as Director Horticulture Kashmir in June 2012 and presently is working on extension.
GS Naqash who retired as Director Floriculture in 2010 and Ghulam Mohammad Dar who retired as Chief Engineer are working as "technical experts" in the said programme (IWMP).
The Director, Social Audits under MG-NREGA, Dr A G Sofi was rehabilitated soon after his retirement. He was Special Secretary Rural Development prior to his retirement. The post of Director Social Audits is meant for some senior KAS or IAS officer but has been given to a retired officer who hardly has conducted any social audit in J&K. Even if such audits are conducted the norms of GoI are not being followed.
SC Sawhney who retired as Director Technical Education J&K, now heads the Sarva Shiksha Abhiyaan a centrally sponsored scheme. The post was previously held by an IAS officer Yasha Mudhgal.
Another influential bureaucrat Rashmi Kashyap was re-appointed as consultant for 14th Finance Commission after her retirement in Finance Department as Director Resources and Institutional Finances, Finance department in May this year.
