| State Govt fails to implement its earlier circular, issues fresh instructions | | Fire incidents in Civil Secretariat | | Arun Singh
JAMMU, Dec 23: Failure to implement its earlier circular to all administrative departments to follow the guidelines to avoid increasing fire incidents and theft cases in Civil Secretariat, State Government issued fresh instructions to the concerned departments to adhere the instructions to avoid such situations. In its earlier Circular No. 19-GAD of 2013 dated 29-08-2013 in which it was impressed upon all the Administrative Secretaries to issue instructions to their subordinate officials for handing over the keys of the offices/clerical halls to the security personnel posted in the Civil Secretariat, immediately after office hours, so as to avoid any such situation. Taking cognizance of recent fire incident in clerical hall of Cooperatives in civil secretariat, a fresh Circular No.41-GAD of 2013 Dated: 23-12-2013 was issued. The circular has reprimanded the officials for non compliance of earlier issued instructions, government said it has been observed that the instructions issued are not being implemented in letter and spirit and the officials of the departments retain the keys of the rooms with them or keep them at a place outside the room without handing over these to the Security personnel. It was mentioned in the Circular that some officials left their Electronic Gadgets including the Computers, the UPSs, etc. in working condition which increases the risk of any short circuit or over heating of these Gadgets that may lead to outbreak of fire. All the Administrative Secretaries have been directed to adhere to fresh instructions in letter and spirit including assigning the duty to a particular Class IV employee of the department who shall be responsible for handing over the keys of the offices/clerical hall of the department to the Security personnel detailed for the purpose against proper receipt. The Circular said Section Officer (SO) dealing with the administrative matters of the department shall be responsible for ensuring proper maintenance of Electronic Gadgets and wiring, thereto. Any fault on this account may be immediately brought to the notice of concerned for immediate rectification of the same. He will also ensure that all the Electronic Gadgets are switched off before closure of the offices. The SP, Security has been instructed to forward a list of the defaulting departments on this account, to the General Administration Department (GAD) on weekly basis. Director, Estates have been asked to ensure that the circuit points installed in the Civil Secretariat premises are periodically checked to avoid occurrence of any short circuit on this account, in coordination with the concerned agencies. |
