Revenue officials among 5 booked for fraudulent conversion of land title
Rs 150 Cr land scam at Kishtwar

JAMMU, Jan 9In a major land scam involving Rs 150 Cr , five beneficiaries among various revenue officials have been booked by state Vigilance organization for converting title of state land, here on Wednesday. The accused have been identified as Mohamad Iqbal Kitchloo,Patwari, one Tehsildar now dead and beneficiaries included Pardeep Singh, Deevan Chand, Kuljeet Singh and others. They were booked under FIR NO 3/2014.
Official sources giving information said the land scam involving crores, was unearthed when one Lal Chand of village Pachal lodged a complaint with the Vigilance organization alleging that his name was not included in the list of beneficiaries of 100 kanals of land situated in the village Pachal in district Kishtwar.
The Vigilance during probing came to know that the title of 100 kanals land had been changed from Shamilat ( Common Land of villagers) to agricultural land to give undue benefit to a few, revenue officials also included their names in the revenue record . It also came to light that the mutation had been done fraudulently.
The conversion of land came to fore when BRO submitted its proposal for construction of road on the same piece of land and accordingly government asked the revenue authorities of Kishtwar to compensate those whose land came under the road site as submitted by the BRO. It is also stated that the proposal of Rs 150 Crore was being prepared to distribute the same to the beneficiaries as compensation . During investigation the Vigilance also came to know that the date of birth of one of the beneficiaries namely Kuljeet Singh was wrongly mentioned in records.
Earlier, the beneficiaries had filed plaint in the High Court praying that since the land is private, therefore Vigilance should not intervene in its personal affairs.The HC,however, directed the Vigilance to investigate the matter and submit the report to the court.
