| CEs of PWD (R&B) spend funds arbitarily | | Funds sanctioned for one phase spent on another | | Arun Singh Jammu, Jan 13: In a sheer violation of the set guidelines, the Chief Engineers of Public Works (Road and Building) Department are spending funds released under various central sponsored schemes arbitrarily as funds released for a particular phase are being spent on another phase. Sources told Early Times that the funds released as per government order for a particular phase under Central Road Funds (CRF) and National Bank for Agriculture and Rural Development (NABARD) and other central sponsored schemes are being spent on another phase ignoring the importance of the ongoing phase works by senior officials of PW (R&B) Department. "Disregarding government's order, funds released for phase 16 under NABARD was spent on phase 18 and similar is case with other schemes also. The Chief Engineers of the both divisions pursue this practice deliberately and keep open the works of most of phase at the same time," they added. This practice has led to incompletion of maximum projects as the works underway are left incomplete for sake of another phase leading to the inconvenience to the public, they said. While elaborating this mal practice of senior officials of the department, sources further said funds allotted for Jammu district are spent on Samba district under various schemes bypassing the guidelines of the center government. They further informed that PW (R&B) officials are doing this due to lack of comprehensive policy for roads by the state government as no base line survey has been conducted in which gap between the availability and demand has not been analyzed in which inter/intra district basis to prioritize future course of interventions. |
