Jammu, Jan 28 : Jammu and Kashmir has seemingly turned into a police state, as the personnel of law enforcement agency vis-à-vis Jammu and Kashmir Police have become violators and allegedly encroached land of a Kashmiri Pandit in Baramulla.
According to documents in the possession of Early Times the district Administration of Baramulla has failed to demarcate encroached land of Sharvan Kumar son of Late Sanji Ram Raina resident of Mohura, Tehsil Boniyar District Baramulla by a local police personnel.
The documents reveal the applicant Sharvan Kumar sought administration support to vacate his land encroached by one Nazir Ahmad the father two sons are working as security personnel with Retired IG Raja Aijaz Ali and appealed to ADC Baramulla under the Public Service Guarantee Act 2011. "Taking cognizance of the matter, the ADC under order number ADCB/PSG Act/16-17 Dated August 20, 2013 directed Tehsildar for the demarcation and removal of illegal encroachment.
Perusing ADC's order Naib Tehsildar Boniyar write to the SHO Uri on ugust 24, 2013 to enforce the order", documents reveal.
The applicant said that even after intervention of the administration the land was still not vacated. "Being victim of muscle power and administrative inertia, on September 2013, I filled my second appeal to DC Baramulla again seeking redressal of my grievance, which submitted via Registered post No RE816665699IN Dated September 4, 2013", he said, adding that the DC office directed Tehsildar Boniyar to hand over the possession of land to owner on September 16, 2013.
However the communication between administration and applicant revealed that the complaint number 41657 filled by Sharvan Kumar Raina, was disposed of on August 30, 2013.
But it was merely an eye wash as the land was still in the possession of grabber.
Moreover, the copy of Namberdar's report clearly mentioning the possession of the land falling under Khasra No 387/13 still lies with Aijaz Ahmad Qureshi and Nazir Ahmad Qureshi and not handed over to the family of Sharvan Kumar Raina.
"I am running from pillar to post seeking redressal of my grievance, but I am still far away to achieve my target", said exhausted sharvan,
who has fail to impress the administration to get back his ancestral property.
It is pertinent to mention here that there were many cases of migrant Kashmiri Pandit's including Sharvan Kumar laying un-settled
