Sumit Sharma JAMMU, Jan 28: Discipline costs much to the cops of Jammu and Kashmir Police as succumbing to harassment in the shape of irregularities in the pay scales, the officials of lower rungs of Jammu and Kashmir Police knocked the door of the Chief Minister Omar Abdullah. However, following their representation, Advisor to Chief Minister Qamar Ali Akhoon as per letter no Adv/HCM/J/Pt.off/60 dated 28.01.14 asked Finance Minister to give attention to the matter. Resentment brewed up in lower rung police officials of Jammu and Kashmir Police Force following failure of the PHQ to fix the anomaly in their pay scales. The authorities even ignored the court orders in this regard. The sufferers include Selection Grade Constables, Head Constables and Assistant Sub Inspectors (ASIs). The officials are continued in one grade i, e pay scale of Rs 4000-100-6000 since 1.1.1995. Their sufferings started after Government implemented 5th pay Commission and after that they have been thriving for the last 18 years for their due share. Earlier, after getting rough deal and step motherly treatment, the Non Gazetted Officers and their subordinates represented the matter with IGP Jammu zone during the year 1998 and PHQ J&K Jammu wherefrom the matter was taken up with Principal Secretary to Government Home Department, but no action was taken, resulting anomaly remain intact. In 2007, they knocked the door of High Court vide writ petition No 203 of 2007 and on April 2009, the court gave judgment in their favour and directed the authorities to implement the order within four months, but the court's judgement too was taken otherwise, following which two contempt notices were issued. In August 2012, the Finance Commissioner and Pay Anomaly Committee approved and submitted the file to Finance Minister for further necessary action. Observing discipline, the officers of lesser God, lodged a complaint to Chief Minister Grievances Cell, J&K Civil Secretariat vide Receipt No 1556 dated 11.12.2012 but here again but they remained at the receiving end. Again Chief Minister was apprised about the issue and now the ball is again in the court of Finance Minister. |
