Despite NACO's readiness for funding, State Govt denies due approval

Jammu, Feb 1: The arrogant attitude of state government could be well gauged from the fact that same has reportedly denied approval for payment of pending arrears of two years to the employees engaged under Jammu and Kashmir AIDS Control Society (JKACS), even after lapse of more than two years and that too when NACO authorities have showed their willingness to provide funds for the same. Jammu and Kashmir State AIDS Control Employees Association (JKSACEA), state president Shahnawaz Ahmed informed, the Early Times that more than 200 employee were engaged by National AIDS Control Organization (NACO) in Jammu and Kashmir and these employees are denied from their rights by the state government reasons better known to officials at the helms of affairs. "The salary, arrears are being paid by NACO to employees in every state, while the state government has nothing to do with the funds or salary. In the year 2009, the NACO authorities had revised the salary of all employees engaged across country", he said, further adding that the payment of revised salary was only implemented, once the governing body of state would approve the same. Shahnawaz Ahmed further said that across country the employees engaged under NACO, had started getting revised salary in the year 2009, as their respective governing bodies of state government had also given approval in the year 2009. "Astoundingly, the Jammu and Kashmir government had also to give the approval but same has denied approval for two years and after repeated representations to ministers, the formal approval was given in November, 2011," he said.President of association Jammu, Anuj Verma said that the arrears of two years from year 2009 to 2011 was still pending as state governing body of NACO, headed by Chief Secretary has so far not given its approval to same. "The NACO authorities are claiming that they have sufficient funds available with them and once the state government would give approval arrears in favour of employees would be given, but approval is not being given by governing body of state", he said. They further said that several times, they have urged Governor N N Vohra, Chief Minister Omar Abdullah and have also submitted a complaint in CM Grievance Cell for approval but owing to their arrogant attitude, approval has not being given."
Association members had also met Union Minister for Health Ghulam Nabi Azad for personally look into the matter and had also appealed him to ask state government for sanctioning of approval, but nothing has been done", they said.
