| Cash crunch state is not in position to create infrastructure of new administrative units | | | Early Times Report Jammu, Feb 1: Although leadership of both National Conference and Congress rigorously trying to take credit of the recommendations made by the Cabinet Sub Committee headed by Deputy Chief Minister Tara Chand, it is impossible for the State Government to form these new administrative units due to severe financial crunch in the State. Ironically there is hectic competition between NC and Congress to take credit of the Cabinet Sub Committee's report but none of the party is clear from where resources would be mobilized for these administrative units. National Conference and Congress leadership hoping that keeping in view the coming Lok Sabha elections Central Government may release sufficient funds for the creating administrative units especially infrastructure. Although different reports suggesting different figures which are required for creating new administrative units, it is roughly believed that an amount of Rs 1500 crore is required to create infrastructure for 659 administrative units proposed by the Cabinet Sub Committee and the proposal has been approved by the State Cabinet today. The Cabinet has forwarded the same proposal to the Finance Department for looking into financial aspects. Credible sources in the Government said that financial condition of the state is not allowing the Government to create new administrative units. State Government does not have funds even to release arrears of the 6th Pay Commission of the Government employees. Furthermore, bills worth crores and crores are not cleared due to paucity of funds so there is remote chances that Government can mobilize funds worth Rs 1500 crore for creating new administrative units. Opposition parties have reasons to term the entire episode as ploy to befool because State Government has even failed to provide matching grants for many welfare schemes launched by the Centre. |
