| Congress coerced reluctant Omar to empower Panchayats | | | early times report Jammu, Feb 9: Congress has registered its much awaited political score over National Conference its coalition partner by forcing it to agree to incorporate provisions of the 73rd amendments in the State Panchayat Act. According to sources the Congress had set it as a pre-condition for giving its consent to creation of new administrative units. Even though CM was reluctant and not keen on it, he was issued directions from the Congress high command that new administrative units would be consented to only if he incorporated these provisions. "Omar was left with no choice but to agree with our precondition," said a Congress Minister. Congress has now got its both hands full while NC has been forced to look at half-filled glass. Congress has managed to get its share in creating new administrative units by forcing Omar to get more representation to the Jammu, a demand he agreed to. By this move, Congress ensured that NC will not solely walk away with the credit on new units. The NC will thus have to fight over it in Kashmir not just with the Congress but also its main opposition the PDP in the Kashmir region, which has already expressed its critical view on it. However, with 73rd Amendment the Congress will solely walk away with the credit. The party has been continuously pressing for it and the opposition to it by the NC was well known. The fact that Omar publicly stated in the Assembly that he would go ahead with the elections of the BDCs but was then forced to take it back publicly put him against strengthening the Panchayats. The NC will not be able to claim credit for it as its opposition too has been well known publicly for quite some time and party will not be able to change that perception in coming days. The Congress by these two moves has not only consolidated its position across the State and has in Jammu particularly robbed off the opposition, read BJP, to hit out at as anti-Jammu party and this is what party hopes will translate in political outcome. |
