| Despite repeated promises, Minister fails to rectify wrongs of Director Technical Education | | No end to mess in department | | Jehangir Rashid
SRINAGAR, Feb 9: Despite submitting representation before Minister for Technical Education, Viqar Rasool Wani after being denied promotion an employee of Technical Education department seems to have lost hope and has pinned his hopes on action that is expected to be taken by the vigilance organization.
Mohammad Iqbal Naik figuring at serial number 41 of the seniority list of Vocational Instructors as prepared by Deputy Director, Kashmir of Directorate of Technical Education has been ignored for promotion as Junior Engineer in the Department of Technical Education. Instead of Iqbal two junior officials were promoted as Junior Engineers in the department thus mocking at the overall system of granting promotions to the officials in the department.
Sources told Early Times that under order no 52 of 2014 dated 20.1.2014, Director Technical Education, Jai Pal Singh placed two ineligible vocational instructors namely Ghulam Hassan Bhat and Parvez Ahmad as Junior Engineers while as yet another in-eligible vocational instructor namely Din Mohammad Dar was placed as Technical Assistant in violation to the recruitment rules.
"As per governing recruitment rules a Senior Instructor with 10 years experience as Senior Instructor with diploma is eligible for the post of Junior Engineer with 25 percent promotion quota. Neither Hassan nor Parvez are Senior Instructors and at the same time they have not attained the seniority of 10 years as Senior Instructor. The qualification obtained by them is not legal in the eyes of law," said the sources.
Sources said that Parvez, Hassan and Din among others have obtained the said qualification during in-service drawing full pay without obtaining administrative approval and also not getting the study leave for undergoing said training. On the other side Iqbal figuring at serial number 41 in the seniority list of vocational instructors circulated by Deputy Director Technical Education on 23.8.2012 is the suitable candidate for the post of Junior Engineer.
Iqbal is above Hassan and Din in the seniority list since they figure at serial numbers 61 and 70 respectively. After being duped of his promotion Iqbal approached different quarters so that justice is meted out to him but that has eluded him so far.
"It is intimated to your goodself that recently our department promoted some instructors as supervisors in which two junior most instructors have been promoted on the basis of diploma but it is amazing that among diploma holders, I am the Senior Instructor and have performed 28 years of service in this department," wrote Iqbal in his representation to Minister for Technical Education.
Iqbal further writes in the representation, "When I approached for promotion last month before the concerned Section Officer of the Directorate Office namely Mohammad Saleem the said official demanded Rs. 30,000 for promotion which I could not pay. Later on he put down my file in the dustbin and entangled the case and submitted the promotion file of juniors wrongly before the Director and misguided him and later on got wrong orders in favour of juniors namely Ghulam Hassan Bhat and Din Mohammad Dar and others, after collecting huge bribe from them privately."
This representation was made by Iqbal on 01-02-2014 with the hope that speedy action would be taken but that was not to be. The concerned minister marked the representation to Director Technical Education with remarks that the case should be verified with the report being prepared at the earliest.
However, as on date there has been no action with Iqbal feeling frustrated. In the meantime, he has shot a representation to the Vigilance Commissioner. This representation has been marked to SSP Vigilance Organization (Jammu) for further perusal.
