PDP goes all guns blazing, accuses Govt of political victimisation; stages walkout
Creation of new administrative units

JAMMU, Feb 11: Peoples Democratic Party (PDP) today created ruckus in the state legislative council over the issue of alleged politically motivated neglect of certain deserving areas during the creation of new administrative units by the NC-Congress coalition government.
Four members of PDP led by bureaucrat turned politician Syed Nayeem Akhtar were up on their feet as soon as the house met for the first day of business of the last budget session of the NC-Congress coalition government. Supported by the lone member of Jammu and Kashmir National Panthers Party (JKNPP) Syed Rafiq Shah, the PDP legislators demanded adjournment of the question hour.
They wanted the Chairman Amrit Malhotra to permit them discussion over the issue if creation of new administrative units. "Question hour is not important. The issue of political victimisation of opposition is an issue which needs to be debated. This is very important," PDP legislator Asharaf Mir kept shouting at the top of his voice. He was supported by Syed Asgar Ali, Yashpal Sharma and JKNPP leader Syed Rafiq Shah. They also said that government should not desist from including more areas.
However, Chairman turned down their demand and said that he would not permit continued disruption of question hour. "If you have created 659 administrative units, what is the problem in creating few more. Government should not hesitate," Asharaf Mir said. He was repeatedly heard saying that even a number of legislators from the treasury benches are aggrieved over the creation of new administrative units.
To seemingly show their concord with views being expressed by PDP legislators, none from members of treasury benches which included ministers as well as Provincial President of NC Devinder Rana spoke even a word. Though NC MLC Abdul Majeed Bhat retorted by pointing towards PDP that they were finding it difficult to digest the fact that NC-led coalition government created history by carving out new administrative units wherever they were required but later preferred silence. NC Provincial President Devinder Rana said in a lighter vein that PDP was suffering 'labour pain' due to the birth given to new administrative units by NC-led coalition government. Meanwhile, Asharaf Mir was the lone PDP member alongwith Syed Rafiq Shah whose slogan shouting created din the house. The PDP members trooped into the well and kept shouting slogans. "We want justice. Stop injustice. We want division based on premise of justice," were slogans which Mir repeated with the help of Rafiq Shah. The slogan shouting continued for around 18 minutes.
Chairman Amrit Malhotra kept requesting PDP members to return to their seats and even pointed out that they had managed to grab attention of media and now, they should go back to their seats. Agitated with continued slogan shouting and later, Dharna staged by JKNPP MLC Syed Rafiq Shah, Chairman Amrit Malhotra ordered marshals to forcibly evict him. He was picked up by marshals and taken out of the legislative council at 11.18 am. However, the PDP MLCs kept protesting. Chairman requested PDP MLCs to return to their seats by assuring them that he would forward their representation vis-à-vis creation of new administrative units to the government for consideration. "I will send it to the government with my note. Government will consider this. I assure you. You go back to seats," Malhotra assured the PDP legislators. Pacified with this, PDP legislators returned to their seats.
However, within exactly five minutes, Mir again raised the issue by pointing out that when the leader of the house is here, why the government cannot give assurance of considering our demands. He was joined by other PDP legislators. He alleged that government was acting in a prejudiced manner. This he followed by slogan shouting. "Corrupt government Hai, Hai; Baiman Sarkar Hai, Hai; Chor Sarkar Hai, Hai,' were some of the slogans which the PDP legislators was heard raising. Joined by his colleagues, Mir staged walkout over the demand for creation of new administrative units. PDP's walkout at around 11.39 am, after which rest of the question hour passed off smoothly.
