| Land occupants get ownership rights, prefer not to pay cost | | Roshni scheme turns out to be big failure | | Rs. 76 crore realised, 246 crore pending Early Times Report JAMMU, Feb 11: With land grabbers preferring not to pay and government appointed committees maintaining lax attitude, much touted and what was then described as historic step, Roshni scheme miserably failed to bring any revenue. District Price Fixation Committees have so far approved 59930 applications from 20 districts. But the scheme has generated meagre Rs 76.51 crore as against the target of Rs 25,000 crore, which the state government had planned to utilize for tapping the massive hydropower potential of the state. This amount has been realised despite the fact that state government has approved an area measuring 3.48 lakh kanal of land for vesting of ownership to its occupants under the state's Roshni scheme. Of this huge land, the District Price Fixation Committees (DPFC) had approved an amount of Rs. 317.62 crore to be realised from the occupants within a specified period of time. But, according to Minister for Revenue Aejaz Ahmed Khan, government has managed to realize just Rs 76.51 crore from the occupants as reported to him by concerned Divisional Commissioner. He further informed that a huge number 75,401 applications were pending before the authorities for giving the rights of land to the occupants under the scheme. He said that since the Grow More Food Scheme a separate programme, the land allotted to farmers under the scheme was not being covered under Roshni scheme and there was no proposal to bring such lands within its ambit. The figures clearly indicate that Roshni Scheme has turned out to be a big failure and failed to meet the objective behind its launch. Despite being aware of the fact that flaws in various provisions of the Act governing the Roshni Scheme have played the spoilsport, the government has not found it appropriate to take corrective steps to ensure its effective implementation. On one hand the Government has maintained silence over removing the flaws in the provisions and on the other hand it has not started the process of eviction as under the existing Act the time for regularization of land has lapsed. Sources said that initially the revenue authorities approved the cases for regularization of land on the basis of water and electricity connections or other claims of possession shown by the applicants. Khasra number vise rates for regularization of land are also one of the reasons behind failure of the Roshni Scheme. The rates should have been fixed keeping in view the location of the land and its commercial and non-commercial value", sources said. |
