| Out of 67 projects, 34 completed, 28 in progress; cost escalation witnessed in several projects | | Delay in completion of projects under Prime Minister’s Reconstruction Programme | | Akshay Azad JAMMU, Feb 11: The projects undertaken under Prime Minister’s Reconstruction Programme (PMRP) have been facing prolonged delay and out of 68 projects only 34 have been completed so far, while 28 are still in progress. Moreover, various projects under PMRP have witnessed huge cost escalation and failed to get completed despite repeated revision of completion deadlines. Sources informed Early Times that original reformulated estimated cost of 1000 MV (250X4) Pakul Dul Project was amounting to Rs. 8988.05 Crores but now the anticipated completion cost has been worked out to be Rs. 10633.46 Crores. Similarly, the Uri-II hydro electric project, with capacity of 240 MW, was accorded CCEA approval on September, 1, 2005 at an estimated cost of Rs. 1724.79 Crores and now the anticipated cost of the project is Rs. 2081 Crores. "Access road to Sawlakote hydro electric project was sanctioned in April 2004 at an estimated cost of Rs. 119 Crores. The total length of road was 18.50 Kilometers, out of which full formation width (10 meters) achieved for 9.7 kilometers and pilot path (4 meters wide) has been opened up for further 6.1 Kilometers", sources said, adding that in a recent report the concerned executing company has maintained that the cost of project might escalate to Rs. 487.44 Crores. Sources further divulged that another project was the strengthening and widening of Ramban-Gool road with length of 1.84 kilometers to 17.62 kilometers to facilitate the movement of heavy machinery/equipments for construction of Sawlakote Hydro Electric project. "The estimated cost of project was Rs. 27.14 Crores and work was assigned to Border Roads Organization, and now the revised estimated cost of project is Rs. 32.14 Crores", sources said. The double laning of Batote-Kishtwar road project, sources said, was sanctioned in May 2002 at an estimated cost of Rs. 463 Crores and the project faced various hurdles and was yet to be completed, but the revised cost of project is estimated to more than double of its original cost that was Rs. 924.12 Crores. "The 17.50 Kilometers long Uri-Salamabad-Kamanpost (LOC) project was sanctioned in March 2005 at an estimated cost of Rs. 37.60 Crores", sources said, adding, "the road has almost completed except replacement of three major and one minor bridge, which are likely to be completed by March 2015 and the estimated cost of project is now Rs. 45.15 Crores", sources said. They further said that 25 kilometers long road construction from Narbal-Tangmarg was sanctioned in February 2005 and original estimated cost of project was Rs. 38 Crores. "The revised estimated cost of project was Rs. 116 Crores", sources said. The double lanning of 422 kilometers Srinagar-Leh road was sanctioned in year 2006 at an estimated cost of Rs. 426.40 crores. "BRO is executing agency in the project and the target date of completion is December 2015 and revised estimated cost of project is Rs. 981.45 Crores", sources said. Moreover, the estimated cost of Nimu-Padam-Darcha road, which was sanctioned in November 2004, was Rs. 251 Crores, and the revised cost of project is estimated as Rs. 1849.15 Crores, sources said. Pertinently, Prime Minister Manmohan Singh during his visit to state on 17th and 18th November 2004, had announced a reconstruction plan for J&K involving an outlay of Rs.24000 Crore. At present, approximate total outlay for PMRP projects is Rs.34858.61 Crore. Out of 67 projects/schemes, 34 have been completed. Work is in progress in respect of 28 other projects. Preparation of proposals/projects and approval is under process in respect of the remaining 3 items and two projects (One project of Ministry of Urban Development namely F-3 'Pre-feasibility report for Augmentation and Improvement of Water Supply for Greater Jammu' and one project of Ministry of Health & Family Welfare i.e. E-3 'Construction of Health Center buildings across the State through external assistance) have been dropped from the list of PMRP projects. |
