| 60 % expenditure incurred, 20% utilized | | Govt fails on CSS fund utilization | | Bijay Charak JAMMU, Feb 22: The Jammu and Kashmir State Government has shown dismal performance in execution of various Centrally Sponsored Schemes (CSS) during last five years, while for the ongoing financial year state had utilized only 60 percent funds till December ending. The documents in possession of Early Times revealed that funds for CSS to 17 Government departments including Agriculture, Animal/Sheep Husbandry, Forest, Consumer Affairs, and Public Distribution, Rural Development, Industries, PHE, Irrigation and Flood Control, PWD (R&B), Science and Technology, Planning, Tourism, School Education, Health and Medical Education, Housing, Social Welfare, IMPA, Revenue, Technical and Youth Services and Sports and Law department, but same had failed to utilize even 80 percent of allocated funds. Going by the figures of previous financial years, it came to fore that for the year 2012-13 an amount of Rs 5458.19 Crore was sanctioned but Government departments had been able to utilize only Rs 4241.58 crore, recording an expenditure of 77 percent. Moreover, for the year 2011-12, a total of Rs. 5275.06 Crore were sanctioned and state had utilized only 68 percent funds that were Rs 3635.36 Crore, besides for the year 2010-11 an amount of Rs. 3752.95 were released but state had utilized 2698.70 Crore. For the financial year 2009-10, an amount of Rs. 3087.73 was sanctioned but an amount of Rs. 2248.02 was utilized, recording an expenditure of 72 percent. Moreover, sources said that for the year Union Government had reduced the funds sanctioned and had sanctioned only Rs 4173.12 Crore but the state had able to utilize Rs 2530.69 Crore till ending December. The departments which have shown dismal performance in ongoing financial year are Animal/Sheep Husbandary, with 17 % expenditure so far, Forest department 29 %, Consumer Affairs and Public Distribution 7 %, Industries 44%, Technical/YSS department 19 %, Law department 24 %, Housing 36 %, Social Welfare 44 %, Health and Medical Education 43 %, while School Education department 56 percent. |
