Helpless Agri Deptt cannot test sub- standard pesticides
Orchards likely to suffer damage during 2014

Srinagar, Feb 22 : Year 2014 is likely to prove as hazardous to orchards as the years bygone as Agriculture department cannot withhold sale of substandard tree spray oil and fertilizers supplied from outside state to Jammu and Kashmir for want of laws. According to the sources a particular group of politically influenced people have already stocked and are supplying fish oil which is used for tree spray and other substandard fertilizers with different names in the market, however according to the Director Agriculture Department Kashmir, the department cannot test the fish oil and some fertilizers available in the market as these commodities according to him do not fall in the insecticide act of India 1968,therefore state agriculture department is not authorized to test them in labs before they are allowed to sell in the markets of Kashmir.
"We have no protocol, we need to upgrade our labs for testing such spray oils and actually we cannot test fish oil before use and sale as it does not fall in insecticide act of india1968"Said Director Agriculture, Peerzada Mushtaq Ahmad. Experts said that fish oil is available in the market and stocked in large quantity these days without any check as the department of agriculture cannot test it for above stated reasons. Similarly a few fertilizers like Nanozime, Fil zyme, Energy, Apple gold, Ajooba etc available in the markets are completely substandard in nature and all such fertilizers as per their knowledge are like packs of "fried soil" which do not contain even 0% nutrients and like fish oil cannot be tested in labs here.
All such substandard fertilizers supplied from Gujrat,Haryana and Punjab cannot also be tested in labs before they are recommended for use as these also do not fall within the purview of insecticide act of 1968. Sources said that a particular group of people carry on with this kind of business in the state. Pertinently at a time when lot of hue and cry which include protests of orchardists across the Kashmir against supply of substandard tree spray oil and pesticides were witnessed, the department of agriculture took some concrete measures to amend the system which include only tested pesticides and fertilizers would be allowed to sold in the markets, besides check and balance on issuing license to distributors and seeking information about stock and supply of pesticides and fertilizers from distributors would be noticed time to time.
