| Director Health's aide making hay under RNTCP at TB cell | | | Javaid Naikoo SRINAGAR, Feb 26: A Major scam of re-employing age old people under Centrally Sponsored Revised National TB Control Programme (RNTCP) has surfaced at State TB cell Srinagar. It has been learnt that retired employees are re-employed on contract bases against Centrally Sponsored Health schemes beyond the maximum age limit and such a favoritism is taking a heavy toll on qualified, deserving youth of Kashmir. The documents in possession of Early Times reveal that Mohammad Yusuf Dar son of Nazir Ahmad who within days after his retirement as section officer in department of health services Kashmir in 2006 joined the State TB Cell Directorate of Health Services Kashmir under Revised National TB Control Programme (RNTCP) in 2006 as Secretarial Assistant. The details reveal that while violating all the canons of employment of people under RNTCP programme, the said person since 2006 is continuing renewed Government service at the age of 68 years, thereby violating the guidelines of the Central TB Division New Delhi, which is the funding and governing body for Revised National Tuberculosis Control Programme in India the maximum age limit for all the posts as 62 years only. According to sources at a time when new comers in the office who refuse to compromise on certain grounds are harassed mentally and forced to resign within days despite being highly qualified and deserving for the posts advertised, however according to one youth who worked in the office for more than five years, as the eligibility for the post is matriculate and six months certificate in computers." Mohammad Yusuf is not eligible for the post as he did not possess the six months diploma in computers, but being close to the Director health services Kashmir, Yousuf was selected at the cost of a genuine candidate who was dropped despite possessing all eligibility. The RNTCP guidelines state that the nature of the post is contractual and extended annually on satisfactory performance, besides the candidate has to enter into an agreement with the Concerned Department at the time of his/her joining to make sure he/she is not doing any part time or full time job at any other place, however as per documents details, the extension of the said employee was renewed simultaneously for five years from 27-09-2007 to 31-03-2012 in brazen violations of the RNTCP guidelines and as per RNTCP guidelines though applicant has to enter into an a fresh agreement with the department, however according to document details, the said employee has never been asked for any such affidavit so far. According to sources Mohammad Yusuf is taking two salaries from the same department as Rs 13700 as Secretarial Assistant and Rs 9000 as pension salary as former S.O but has not paid any salary tax up to 8-11-2013 and being an influential person nobody dares to ask him as the Higher authorities too need him because he knows how to give illegal things a legal shape always. It does not stop here, according to the sources besides making hay himself, the said employee was also successful in inducting one of his relative namely in the scheme as stocking assistant through the State TB Officer and as the process of his engagement was done clandestinely, State TB Officer was asked to explain by an RTI applicant why the post was not advertised he replied that "it is not possible to advertise such positions which will involve litigation unnecessarily." Pertinently as retired employees of Health services Kashmir are making hay at the age of 70 too, Early Times tried to reach to the concerned Director of Health Services Kashmir, Dr Saleem-ur-Rehaman on phone throughout the day but his Mobile was switched off. |
