| Home Deptt tops list with 57 pending assurances | | Transparency on papers | | Bivek Mathur JAMMU, Feb 26: Transparency claims of successive Governments, especially last regime of Congress and its successor after 2009-National Conference have been confined up to papers only as, according to a report tabled in house of legislators yesterday, 448 assurances given by the then Ministers are pending with 30 different departments of the State. In the list of departments having highest pending assurances, according to Committee's Report on pending assurances, Department of Home is at top position with 57 assurances pending for disposal followed by 52 assurances awaiting action with the Revenue Department. Third position has been occupied by Public Health Engineering (PHE), Irrigation and Flood Control Department with 40 assurances awaiting action thereon. With 31 assurances not complied upon till date, Department of Social Welfare is next to the PHE, Irrigation and Flood Control Department. Health and Medical Education Department with 28 and 24 assurances are still under active consideration of the then concerned Ministers in Higher Education Department despite of the fact that majority of them have been dropped from the then Council of Ministers and some of them have been given other portfolios in the current Council of Ministers with few those who have lost their seats from their respective constituencies. Next in the list is Housing and Urban Development Department with 22 assurances to the questions of legislators awaiting their time bound disposal as on date. Having 17 assurances craving for justice each in Planning and Ladakh Affairs, Road and Building (Works) Department and Tourism Department are following Housing and Urban Development Department. 16 and 14 is the mark for Department of Rural Development Department and GAD. With 13 cases in School Education Department and 11 assurances each in Agriculture, Consumer Affairs and Public Distribution Department (CAPD), and Department of Forest still under active consideration of concerned are next in the tables. Among other departments having better assurances disposal systems which seems evident from the reports having under-10 marks are Animal Husbandry Department, Department of Finance, Department of Horticulture, Industries and Commerce Department, Information Department, Law, Justice and Parliamentary Affairs Department, PDD, Transport Department, Technical Education and Youth Services and Sports Department. Among best among the best departments having only 2 assurances pending are Civil Aviation Department, Haj and Auqaf Department, Labour and Employment Department and Parks and Garden Department which are of least public importance. With only assurance pending in the Estate Department is at bottom with best record. Embarrassing for the NC and Congress regimes especially is the fact that some assurances are awaiting disposal since 2003, 2004 and onwards up to November 2013. |
