| Additional forces required for maintaining peace during Lok Sabha polls in J&K | | | Early Times Report
Jammu, Mar 9 : Forces across the LOC that are treated as handlers of militants, operating in Jammu and Kashmir, have directed subversive elements to trigger incidents of bigger violence in the state which could either wreck the ensuing Lok Sabha elections or create scare that could help the separatists in securing peoples' support for the poll boycott call. Official sources said that militants have been asked to step up armed attacks on security convoys and camps in order to create added scare among people. One more purpose behind such instructions is to provoke troops to open fire on civilians so that such incidents could generate peoples' anger. In this connection Government circles referred to the latest incident in which unidentified gunmen opened fire on a cavalcade of the Commanding Officer of Army's 32 Rashtriya Rifles in Kushpora area of Baramulla district in north Kashmir.Police authorities have instructed their men to observe restraint during their operations against the militants or during reacting to militants' armed attacks. But in addition to this instructions have been given to the security forces to initiate measures that could prevent militants from destabilizing peace through mobilizing peoples' protest over minor incidents of counter insurgency operations.Police authorities stated that disruptive elements were to be dealt strictly in accordance with the law. They have advised people not to heed rumours floated by subversive elements for triggering confusion and trouble. Senior citizens and other civil society members were being urged to cooperate with the security forces on maintaining peace in Jammu and Kashmir so that voters vote as per their choice without any fear. The police have prepared a scheme under which minors found involved in antinational and antisocial activities were to be sent to juvenile homes.In this connection senior police authorities have requested parents of minors to prevent their wards from indulging in any subversive and disruptive activities. These kids should be discouraged for indulging in stone pelting. Meanwhile, the Election authorities and the state Government have requested the centrfal Government to make available additional companies of paramilitary forces for maintaining law and order during the pre-poll campaign and during polling. Poll analysts appreciated the Chief Election Commission's decision to have five-phase polling in Jammu and Kashmir. This phased poll programme could help companies of paramilitary forces to move from one area to the other.The state Election authorities want the Army too to be kept on the alert so that disruptive forces were not able to trigger violence which could result in poor polling percentage. |
