Jammu, Mar 9: As budget session of Assembly came to close last week, Civil Secretariat once again presents a dull and deserted look with most of the ministers staying away from their seats of power. After attending over a month long budget session which was loaded with hectic schedule of the proceedings and business, a 'break' is well deserved for the 'tired' lot. Model Code of Conduct on account of Parliamentary polls too came handy to avoid and keep away the people who would normally come pestering on various fronts. There is a 'reason' to say their 'works' cannot be done on this account which is why the number of visitors to Secretariat has also thinned down considerably. Sources said most of the ministers particularly from Kashmir Valley have actually called it a day in so far as attending to their work in the chambers of winter capital is concerned. Soon after the Assembly session came to end, they flew in to their respective constituencies which they had not visited for over a month, sources said adding that they rarely come to Secretariat , leave alone attending any work there. While some ministers from Jammu region do come but they also make a guest like presence just for the sake of registering presence. These ministers also come on alternate basis, as if on some kind of understanding so that the chambers do not remain vacant in entirety. Sources said ministers hailing from Jammu region too are focussing on their own areas now in order to build a rapport with the masses, polls on mind. However, some of them do take time off their scheduled regular visits outside the Secretariat to show a presence inside the corridors of Secretariat. The CHief Minister Omar Abdullah too skips the office, albeit for his engagements within and outside the state. Long queues of visitors which would normally make a normal sight after the budget are gradually diminishing even as some ministers who attend the office occasionally sound helplessness with code of conduct having been enforced.While it is over a month for offices to get closed on account of Durbar Move, a scenario of dullness and an approach of casualness in work from the employees as also their bosses has already crept in at various levels, said the sources. Even as there is still time for Assembly polls in the state, the ministers and Chief Ministers are in fact getting restive due to a fluid political situation in the country, said the sources adding that all are keeping a close watch and eye on developments in Centre which would determine the mode of polls and formation of government in the state too. |
