| Creation of Deputy Director Posts goes on at will | | It's rain of different kind in Technical Education Department | | Jehangir Rashid
SRINAGAR, Mar 9: Trampling of laid down rules and regulations has become a norm in the Technical Education department with adjustments, promotions and appointments being carried out in total violation of cadre management rules that exist in the department.
On November 20, 2013, the Technical Education department vide order no 238-Edu-Tech of 2013 made adjustment of three more Deputy Directors against the requirement of only one Deputy Director. There are only three Deputy Directors in the Directorate. These Deputy Directors are Deputy Director Kashmir, Deputy Director Jammu and Deputy Director Central.
Sources said that in 2008, Deputy Director Central was downgraded as Assistant Director by the government Vide order No 67-edu-tech of 2008 dated 26-05-2008. By virtue of the same order post of two Joint Directors were created by the government for implementation of 100 percent centrally sponsored schemes besides many other posts.
"In 2010, two more Deputy Directors were created by the government and these were designated as Deputy Director (SIC) and Deputy Director (Exams). From 2008 to 2010 there were four Deputy Directors' working in the strength of the Directorate against the sanctioned strength of two only," said the sources.
Sources said that as required only three Deputy Directors are needed as per the set norms with two more Deputy Directors being promoted under the pretext that schemes need more manpower. They said this is being done to create a wedge among the subordinates and the officers.
"When officers are promoted on the posts not actually meant for them why a subordinate should pin his hopes on the same post for a pretty long time. Such developments smack of something fishy at the Directorate as well as administrative level. Since 2008, both the posts of Joint Directors have not been filled by the government. These posts were being utilized for withdrawal of salaries to other officers," said the sources.
Sources said that one post of Joint Director was being utilized for withdrawal of salary to a 'tainted' officer namely Riyaz-ul-Amin (Superintendent) who was working as in-charge Deputy Director (Central). Riyaz was booked by State Vigilance Organization in a purchase scam under FIR 23\2005 and was subsequently attached in the administrative department after released from vigilance lock up after ten days.
"The officer till he superannuated in October 2013 was drawing charge allowance against the post of Deputy Director when there was no post available in the department. He was signing the documents as Deputy Director ITI's despite the fact that this post never existed in the department. Besides Riyaz, N K Gupta, M S Parray and Muneer Ahmad Shah were appointed as Deputy Director, Jammu, Deputy Director, SIC and Deputy Director, Kashmir," said sources.
Sources said the department carried out a violation to cadre management rules by placing one extra Deputy Director and designated him as Deputy Director ITI's without having any post in the department. This has added yet another wrong to the long list of wrongs that has been going on in the Department of Technical Education department. |
