JAMMU, Mar 11: The leadership of the ruling coalition comprising NC and Congress has been asserting day in and day out that its is the only government in the state that has treated all the three regions equally and never preferred one region over the other. Chief Minister Omar Abdullah and party colleagues in and outside the government have been saying so believing that they would succeed in misleading the people of Jammu province and Ladakh region. The Congress leadership has also been conducting in a similar fashion. They cannot mislead and hoodwink the people of these two regions in general and youth in particular. Yesterday, this reporter referred to two glaring instances of discrimination with Jammu and the theme was its inadequate representation in the Lok Sabha and Jammu & Kashmir Legislative Assembly. As said, the leadership of the ruling coalition comprising NC and Congress has been asserting on a daily basis that the state government doesn't discriminate between regions. This a false claim and it could be seen from the manner in which the concerned authorities have excluded the suffering and unemployed Jammu youth from the much-talked about Sher-e-Kashmir Employment and Welfare Programme for the Youth" (SKEWPY). The scheme was on December 5, 2009 by the NC-led government and the occasion was the 105th birth anniversary of Sheikh Abdullah, father and founder of the NC and grandfather of Chief Minister Omar Abdullah. The government had then said that it would tackle unemployment problem, which had assumed alarming proportions in the sense that as many as six lakh youth were unemployed. Believe it or not, but the fact is that the NC-Congress coalition government has virtually excluded the Jammu youth from the SKEWPY. And this can be seen from the fact that Jammu province got only a paltry sum of Rs 20.40 crore out of Rs 89.44 crore, which was disbursed by the NC-Congress coalition government between April 2010 and December 31, 2013 as Voluntary Service Allowance (VSA) under SKEWPY. Kashmir got Rs 69.04 crore. It can also be seen from the fact that while as many as 1.18 lakh Kashmiri youth were benefited under this scheme, the number of Jammu youth was only 43,070 - a huge difference of 74,930. And still the NC-Congress leadership claims that its government has been fair. The Congress in particular needs to look these facts in the face and do something concrete to dispense justice to the Jammu youth. |
