| Orders issued after invocation of Model Code of Conduct, Civil Secretariat denies issuance of orders | | DC Pulwama, Budgam issue orders without consent of CEO Urban Development Agency Kashmir | | Jehangir Rashid
SRINAGAR, Mar 18: Confusion and mystery shrouds the recent orders issued by Deputy Commissioners of two different districts of Kashmir valley with issuance to the assigning of charges in the District Urban Development Agency in these two districts.
The issuance of the orders has come under a cloud since the Chief Executive Officer (CEO) Urban Development Agency Kashmir (UDAK) has made it public that he has not been taken into confidence by the concerned deputy commissioners. The CEO also said that some corridors of power in Civil Secretariat have feigned ignorance about the orders and as such these orders hold no weight.
It would be in place to mention here that the two orders have been issued on March 8 and 11 respectively. These orders have come in violation of Model Code of Conduct announced by Election Commission of India in view of the Lok Sabha elections scheduled to start from April 7.
District Development Commissioner, Pulwama, Manzoor Ahmad Lone in his order wrote that Assistant Commissioner Development, Pulwama shall hold the charge of Project Officer, District Urban Development Agency (DUDA) Pulwama in addition to his own duties, till the post is filled up by the Government.
"In pursuance of the above referred D.O, Assistant Commissioner, Development Pulwama shall hold the charge of Project Officer, District Urban Development Agency (DUDA) Pulwama in addition to his own duties, till the post is filled up by the Government," wrote Deputy Commissioner, Pulwama in the order dated 8-3-2014 under order number DDCP/Misc/2014/11675-80.
The D.O referred to by Deputy Commissioner, Pulwama in the order is the same that has been addressed to him from Secretary, Housing and Urban Development Department, Satish Nehru.
Following the foot-steps of Deputy Commissioner, Pulwama, Deputy Commissioner, Budgam, Khurshid Ahmad Shah issued an order under which Deputy Director/Project Economist, District Rural Development Agency (DRDA) has been assigned to hold the additional charge of Project Officer, District Urban Development Agency (DUDA) Budgam.
"Abdul Rashid Bhat, Deputy Director/Project Economist DRDA is hereby assigned with the additional charge of Project Officer, District Urban Development Agency (DUDA) Budgam in addition to his own duties with immediate effect, till the post is filled up by the department," wrote Deputy Commissioner, Budgam in his order dated 11-3-2014 under order number DDCB/DRDA/12105-07.
The two orders issued by Deputy Commissioner, Pulwama and Deputy Commissioner, Budgam have come under a cloud since they have been issued without the consent of Chief Executive Officer, Urban Development Agency Kashmir (UDAK) Bashir Ahmad. Furthermore they have been issued days after the announcement of Model Code of Conduct.
"As the Chief Executive Officer I have not been informed about the adjustments made through the orders. I came to know about these orders from outside people and don't have any information. My role is more important since I was holding the two charges that have been assigned to others now," said CEO UDAK.
The CEO UDAK said that he tried to get confirmation from the Civil Secretariat about the two orders issued by Deputy Commissioners of Pulwama and Budgam. "I was told that no such orders have been issued and as such the suspense continues over them," he added. |
