Jammu, Mar 25: Misreporting the facts to Government of India regarding availability of land proposed in its Detail Project Report (DPR) for a project of development of wayside amenities enroute Katra-Shivkhori, State Tourism Department managed to get approved the project at the cost of Rs 7.80 crore but factually works are being taken up on other sites. The Comptroller and Auditor General (CAG) of India in its report maintained that the project for development of wayside amenities enroute Katra-Shivkhori was approved in December 2011 by Gol under Central Financial Assistance (CFA) at a cost of Rs 7.80 crore. GoI had released Rs 1.56 crore (20 per cent of the project cost) for this purpose as first installment. CAG further said that under Product Infrastructure Development for Destinations and Circuits (PIDDC) scheme, five cafeterias at the cost of Rs 2.55 crore, 10 tourist huts at the cost of Rs 2.88 crore, ornamental view points at the cost of Rs 1.25 crore, public conveniences at the cost of Rs 62.52 lakh and public parks at the cost of Rs 50.33 lakh were to be constructed. CAG revealed that in the Detailed Project Report (DPR), the Department had claimed that land was ready available and was in possession of the State Government but audit scrutiny of records of Director, Tourism Jammu, showed that the land required for construction of these sites had not been acquired before submission of the project proposal to the Gol. As per Revenue Department, the land was available at the sites other than those identified and proposed in the DPR. The Department had taken up construction of tourist assets at sites other than those proposed and identified in the DPRs. CAG further revealed that the Director stated that work was under progress at best available sites from tourist point of view but fact, however, remains that the works were to be undertaken at sites having tourist potential and identified in the DPR and not as per availability of sites. |
