Jammu, Apr 14: Once again a much hyped project involved in welfare of about one lac youth of state has gone into oblivion, as the responsibility of implementation of scheme is given to CAP Foundation, an NGO whose financial records are packed with flaws and frauds. Himayat a centre sponsored programme intends to cover 1 lakh youth in the next 5 years to provide employment to Kashmiri youth. "Under the programme training was to be provided by non-profit organizations.", said well placed sources, adding according to guidelines of Ministry of Rural Development (MoRD) to implement the plan, government has tied up with reputed private Companies and Non-Government Organizations (NGOs) which have successfully implemented similar programmes. "Hyderabad based CAP Foundation runs training centers at Sonwar, Baramulla, Karan Nagar, Sopore and Kupwara in Kashmir valley and the foundation is getting Rs. 1499.83 lakh from MoRD to implement the Himayat project in the area", sources said, adding that bank transactions and records maintained by the organization from March 1, 2012 till May 31, 2013 have major discrepancies. Information furnished by MoRD under RTI revealed the foundation has made all transactions through Axis Bank under Account number 912010015657287. But the information provided doesn't match anywhere. It further reads that cost of mobilization per centre is Rs. 2, 12,618 but scrutiny of expenditure incurred was far beyond the information provided under RTI. Sources claimed that in that particular period of time Karan Nagar, Sonwar, Baramulla, Sopore and Kupwara center Rs 68493, Rs 45270, Rs 67964, Rs 11235 and Rs 19656 was spent respectively. "The aggregate amount is Rs 274618 all these centers. It means while CAP is claiming, they had spent more than two lacs per center for mobilization but records tell other story", he said, adding that, whoever only three transactions were made in name Khursheed from the bank on 16/4/2012, 20/9/2012 and 10/4/2013 of amount Rs. 13500, Rs. 15000 and Rs. 20250 respectively. "These five centers depend upon Khursheed Ahmad Sheikh, scheme mobilizer since March 3, 2012. Distance between some centers is more than eighty kilometers. How, a single person can manage the scheme in five centers", they wondered. Astonishingly, Khursheed, who is monitoring five centers, is being paid a meager amount of Rs 3200 per month. If one goes by the details provided by the CAP on mobilization, not a single transaction matches which was provided by the bank. "The Karan Nagar Center expenditure sheet on mobilization, there are six payments made by CAP with name 'mobilization expenses' from 10/7/2012 to 8/2/2013 of Rs. 57,013. But there is not a single transaction happened on these dates of given amounts. There is same story of all the centers", sources said. |
