| Rules continue to be for fools in Technical Education Department | | Even casual labourers are transferred | | Jehangir Rashid
SRINAGAR, Apr 14: There may not be a rule for transfer of casual labourer in any government department in Jammu & Kashmir but this does not apply to the Technical Education department where rules continue to be flouted by the higher ups.
No sooner did G M Bhat assume the charge as Deputy Director, Technical Education, Kashmir in December 2013 he followed on his own path to lead the department towards destruction that has already been hogged by controversial orders over the past one year or so.
Sources told Early Times that without caring for the rules, Bhat transferred a casual labourer, Sabreena Rashid from ITI Seer Hamdan to ITI Anantnag as in-charge Instructor Draftsman Civil. This is despite the fact that nobody knows how Sabreena got appointed in the department as a casual labourer since the records are missing.
"Sabreena's appointment was shown on papers only by Muzaffar Ahmad Shah in-charge Superintendent ITI Seer Hamdan in league with Deputy Director, Technical Education, Kashmir. Promotion of Muzaffar Shah as in-charge Superintendent ITI Seer Hamdan vide order no 39-Edu (Tech) of 2012 is already under scanner because of illegal adjustment," said sources.
Sources said that Muzaffar was neither eligible for the post nor does he possess qualification as per recruitment rules governing SSR of Technical Education. They said that when Muzaffar was transferred to ITI Anantnag vide order dated 28-02-2014 he in league with Deputy Director Technical Education tactfully managed to justify the illegal appointment of Sabreena by making her transfer to ITI Anantnag.
"Sabreena was transferred that too on the higher post of in-charge Instructor Draftsman Civil vide order number 141 of 2014 dated 04-03-2014 issued vide endorsement number ddtek\estt\893-94 dated 04-03-2014. This order of Sabreena was issued after model code of conduct, but given the previous date to justify the wrong," said sources.
Sources said that in ITI Anantnag there is already an official namely Shazia who was legally appointed as Instructor Draftsman Civil on academic arrangement by then Deputy Director, Technical Education, Kashmir.
"The high handedness of newly promoted Deputy Director, Technical Education, Kashmir is that he did not even bother to implement the in-abeyance orders of Director, Technical Education issued vide order 325 dated 24-03-2014 in letter and spirit. In the said order Director Technical Education has kept in- abeyance all the adjustments\promotions\transfers which were made in violation to recruitment rules and seniority vide order number 52 of 2014 dated 20-01-2014," said sources.
Sources said that almost all the sub-ordinate offices have implemented the said in-abeyance order except Deputy Director, Technical Education, Kashmir under whose control one vocational instructor namely Din Mohammad Dar is working.
"The present controversy is nothing new for Deputy Director, Technical Education Kashmir as far as violation of norms is concerned. He is already booked in a case lodged at police station, Kulgam vide FIR number 25\99 under Sections 409, 420 RPC for making fake appointments while his posting as Superintendent ITI Kulgam," said sources. |
