J&K ranked 3rd among worst performing states
Report card on primary education

JAMMU, May 15: Primary education report card of Chief Minister Omar Abdullah's coalition Government is out and J&K has been ranked among the bottom three states which have performed miserably in providing quality education to the children in the schools across the state.
J&K has been placed at no 3 from the bottom after Chhattisgarh (1) and Bihar (2) for having got least score on a scale of 500 in languages. Conducted by National Council of Educational Research and Training (NCERT), the national achievement survey has blunted the claims of the Education Department of Jammu and Kashmir of having improved the quality of education.
It has raised serious questions on the ability of those manning the department since last 6 years and reignited debate over utilisation of funds under Sarv Shiksha Abhiyan (SSA). The survey report which has been released recently assessed abilities of Class III students in Language (listening, recognition of words and reading comprehension) and in Mathematics (numbers, basic operations, measurement, data handling, patterns, money, geometry) across 254 schools in the 10 districts of Jammu and Kashmir.
They found students unable to listen, recognise words and read comprehension. On a scale of 0 to 500, students of J&K got 234 points, much below the national average of 257 in both language and mathematics. Percentage of students who were able to listen, recognize words and read with comprehension was also found lower than the national average.
Students who were put to friendly tests performed lower than the national average in all mathematical abilities. Overall, Class III children of Jammu and Kashmir were able to answer 56 percent of language items correctly and 61 percent of mathematics questions correctly. Such is the state of affairs in the Primary Education Department of School Education Ministry that of the total students put to test for the survey, a mere 49 percent of Class III students were able to listen to a passage with understanding.
A dismal 78 percent class III students were able to recognize words. J&K was second in this category after Bihar. 59 percent of Class III students were able to read a passage with understanding. This is far lesser then national average. In Mathematics, J&K achieved 5th rank among the bottom ranked states with 240 points on a scale of 500. 61 percent of Class III students were able to solve problems based on Addition while 62 percent were able to solve problems based on Subtraction.
J&K has been ranked 3rd among states where lesser number of students were able to solve problems related to measurement and money. Performance of both boys and girls in the state has also been found less than the national average in both language and mathematics. Performance of both rural and urban students is lower than the national average in both language and mathematics.
The largest proportion of students in the state scored 51-75 percent correct answers in both language and mathematics. Performance of all social groups is lower than the national average in both language and mathematics.
