| As new police Chief, Kumar is to kill two birds with one stone | | Behind The Veil | | Early Times Report
Jammu, May 21: When one IPS officer was wounded,years ago,in a militant attack on a political rally in Srinagar one had never dreamt that the same man would be appointed as the Director General Police in Jammu and Kashmir.And the man is none other than K.Rajendra Kumar.
He survived a militant attack that was launched on a rally which was addressed by then Chief Minister,Ghulam Nabi Azad in Srinagar in 2006.He survived the attack as he was destined to head the police in Jammu and Kashmir.
The state cabinet,which met in Srinagar today with Chief Minister,Omar Abdullah,okayed the appointment of Rajendra Kumar as DGP.In fact the cabinet nod was simply an acceptance of the decision taken by the Union Home Ministry some months ago.The Union Home Ministry had cleared Rajendra Kumar's name and the state Government had been informed about it.At the same time the state Government had been asked to retain Dr Ashok Orasad till the Lok Sabha election was over.It was a formality the state cabinet performed.
K. Rajendra Kumar is of 1984 IPS batch.He has In early this month he was appointed Special Director General of Police, and will replace the police chief Ashok Prasad who has been appointed as the Special Director of the Intelligence Bureau (IB).
Kumar is not new to the state of Jammu and Kashmir where he has functioned as superintendent police,senior superintendent police and later IGP,Kashmir and Jammu.What has weighed in his favour while picking him for the top post has been his experience and insight into the various contours of the security spectrum.
K.Rajendra Kumar is considered as a man of steel not in the Tata frame but in the frame of a disciplined,bold and brave police officer.Another plus point for Rajendra Kumar is that he knows senior police officials right from SHOs to IGPs personally and is well acquainted with the fallabilities of the police.He is said to be quite aware of the potential mischief mongers in the state and as the police Chief he may initiate novel ways for taming these trouble mongers.
Sources close to the new police Chief said that Rajendra Kumar would,first of all,take up with the union Home Ministry the need for modernizing the police in Jammu and Kashmir.Apart from equipping policemen with sophisticated weapons Rajendra Kumar has plans of upgrading the communication and transport system within the police.
Since the successive state Governments have been supporting the idea of replacing the paramilitary forces by the state police the new polikce Chief is set to seek central assistance,financial and technical,for raising another five to 10 polikce battalions in Jammu and Kashmir.This way he wants to hot two birds with one stone.By raising additional battaliosn of police Rajendra Kumar would be able to strengthen the police force,increase communikcation and mobility system that is needed for replacing the central paramilitary forces and assist the state Government in resolving the problem of unemployment. No doubt Rajendra Kumar hails from Andhra Pradesh he has adjusted himself with the people,their culture and their ideologies so well that for many of his colleagues he seems to be a man of the state.His colleagues hope that Rajendra Kumar would be able to streamline the policing in such as would improve the security environment in Jammu and Kashmir.(eom) |
