Jammu, May 24: Putting deaf ears to the demand for staff for smooth functioning, out of 14 posts of Deputy Superintendent in State Stationery and Office Supplies Department at district level sub-stores, 12 posts are lying vacant for the last 2 years. Moreover in newly created eight districts the sub-stores have not been yet set up. Sources told Early Times that in Jammu province there are five districts including Rajouri, Poonch, Udhampur, Doda and Kathua which are functioning without Deputy Superintendent, and store-keepers are looking into office affairs in their absence. Accusing government for not filling up of the vacant posts, sources informed that ever since the SRO-365 has come into force, promotions avenues of the employees in State Stationary and Office Supplies Department have got severe setback as it affected the entire promotion benefits in all cadre. "The SRO-365 was enacted nearly five years ago which has put stumbling block in the promotions of aspiring employees within the department. As per this SRO-365 only 10% employees are getting promotional benefits while 90% are getting direct benefits through appointments," they said further adding that earlier there was SRO-405 in force which was in favour of the employees in which there was provision of 50% departmental promotion while 50% was by direct appointment. In this regard, employees' body of the department met Commissioner ARI Stationary and Printing and the concerned Minister and represented their case many a time but till date nothing has been done to give them relief. "In the absence of Deputy Superintendent at district sub-stores, the concerned district's store-keepers have become overburden and caused serious damage to the employees awaiting their promotions," they added. They said that Government has been urged to make amendments in SRO-365 and to make combined seniority only then employees can get their due share of promotions benefits, sources said. Earlier a store keeper was promoted as Head Clerk, Section Officer or Senior Assistant as per SRO-405 but all possibilities have become diminished with the enactment of SRO-365. |
