| Ex Managing Director SFC, others in vigilance net | | | Early Times Report
Jammu, May 24: State Vigilance Organisation Kashmir registered case FIR No 16/2014 u/s 5(1)(e) r/w 5(2) Prevention of Corruption Act and sections120B, 467, 468,471 RPC against the then Managing Director, and the then Divisional Manager of State Forest Corporation (SFC) for misusing official position. During the verification it was revealed that Abdul Qayoom Khan(IFS), then Managing Director J&K State Forest Corporation in connivance with Ghulam Ahmad Mir, then Divisional Manager Saw Mills Shalteng Srinagar had engaged twelve (12) persons including his close relatives as Grading Attendants on casual basis vide order No. 238 of 2010 dated 26.04.2010 and then regularised them as Class IV employees vide order No. 468 of 2010 dated 30.06.2010. It was also found that filling of Class IV had not been advertised through any media but picked up on choice. No criteria whatsoever had been laid for appointment except possession of experience in khatamband manufacturing. As per the report of then Divisional Manager Saw Mills Ghulam Ahmad Mir conveyed vide his No. 41/DM/SM/SFC dated 17.04.2010, the applicants had been found possessing necessary experience of khatamband manufacturing and as per his report conveyed vide his No. 237/DM/SM dated 29.06.2010, the applicants had successfully qualified the performance test. During verification nothing has been found on record to suggest that the applicants were subject to any experience test in Khatamband manufacturing as conveyed by the Divisional Manager Saw Mills vide his letter No. 41 /DM/SM/SFC dtd 17.04.2010 or any performance test as conveyed by him vide his letter No. 237/DM/SM dated 29.06.2010. The above mentioned letters are not supported by the dispatch register in the office of Divisional Manager Saw Mills as another letter of same despatch No.237 with some other subject was found in the records of his office. The letter No. 41 /DM/SM/SFC dtd 17.04.2010 also seems inserted in the dispatch register after mutilation. It was also found that the "Khatamband Raw Material Bank" and "Common Facility Centre" at Shalteng Srinagar against which the Grading Attendants have been appointed, had not been established and as such their performance in the said Centre and subsequent performance test is out of question. During verification it was found that then Managing Director had sought approval of the Forest Minister(Chairman of SFC) vide his U.O No. 01/MD/SFC dated 17.04.2010 on the basis of misrepresentation and false documents that the appointees were subject to work experience test and were found possessing necessary experience in Khatamband manufacturing. It was also revealed during Investigation that then Managing Director State Forest Corporation and then Divisional Manager Saw Mills Shalteng Srinagar have abused their official positions as public servants to confer undue pecuniary advantage upon 12 beneficiaries under a well-knit conspired plan. Accordingly, a case against FIR No 16/2014 u/s 5(1)(d) r/w 5(2) P.C.Act and 120B, 467, 468,471 RPC has been registered against the accused for the aforementioned acts and omissions on the part of Abdul Qayoom Khan(IFS), then Managing Director SFC, Ghulam Ahmad Mir, then Divisional Manager Saw Mills Srinagar and 12 beneficiaries |
