| Inadequacies smack Monitoring of PMGSY works | | Of 219 completed road projects only 101 inspected | | Arun Singh Jammu, May 26: Notwithstanding the large scale allegations of discrepancies and misappropriation in the execution of road projects under Pradhan Manti Gram Sadak Yojna (PMGSY) in J&K, the mechanism of monitoring of such projects has itself come under sharp scanner as inspection of only 101 out of 219 completed road projects has been completed by the monitoring agencies. Sources told Early Times that the guidelines stipulate that only such roads would be reported as completed which had been cleared by the National Quality Monitors (NQMs)/ State Quality Monitors (SQMs). They said that as per the guidelines it is mandatory to maintain Quality Control Registers (QCR) containing results of prescribed tests for each of the road works but in most of the cases the QCR has not been maintained for the road works executed under the PMGSY including Anantnag, Doda and Reasi districts which had been the main reason that quality control checks could not be ascertained in the absence of (QCR). Surprisingly the concerned department had been giving illogical reason for not conducting of inspection by SQM saying that execution of works under PMGSY was satisfactory that is why there was no need for carrying out inspection. In fact the quality of works has to be decided by SQMs/ NQMs. Pertinently the PMGSY programme is monitored by the Government of India (GOI) through online Management Monitoring and Accounting System (OMMAS) through uploaded data of physical and financial progress of the Programme but monitoring of the programme had not been conducted at any level by the State Government. The external evaluation of the PMGSY programme had to be carried out periodically but shockingly the monitoring had not been got carried out either by the GOI or the State Government as a result, the impact of the programme in the State could not be ascertained. |
