GAD sabotaged West Pak, PoK refugees’ one time settlement

JAMMU, June 2: The Rs 7000 crore package for one time settlement of West Pak refugees and PoK refugees last year was sabotaged by General Administrative Department (GAD) which instead of submitting the proposal to centre with its recommendations has sent the same to Sageer Committee for its recommendations.
According to sources the package was deliberately sabotaged by officers in high corridors of power in Civil Secretariat to keep the issue lingering for some time more. Instead of sending the package proposal to Union Government for approval the officers in GAD advised other way to sabotage the Package for these hapless refugees whose three generations failed to seek justice through the hands of successive State Governments, sources added.
Sources said the package was sent to GAD by the Revenue Department on December 24 and it instead of submitting the same to centre for approval and release of funds for the one time settlement of these hapless people the JDA sabotaged it deliberately by referring the same to Sageer Committee.
Sources said the decision of GAD surprised many Congress Ministers in the Government but lack of coordination among them was fully exploited by the GAD for sabotaging the package. The failure of Congress Ministers to resist the decision and other unpopular decisions proved costly for the Party in the State and Party faced a complete rout, sources added.
Sources said even some top Congress Ministers were advised by the bureaucracy not to delay the forwarding of proposal regarding one time settlement of refugees to Union Government as it will prove costly for the Party. Moreover by sending proposal to Union Government the ball will be in their court and instead of making rounds in Civil Secretariat the refugee leaders will at least get satisfaction that State Government was not a hurdle in granting one time assistance to them, sources added.
Sources said that the Congress Ministers even did not realise the gravity of the issue and deliberately gave an edge to BJP which not only made it an election issue in LS polls but is also going to rake up the same during Assembly poll also to gain the support of refugees.
Under the package the Government had recommended Rs 25 lakh in cash for per refugee family with reservation of jobs in professional colleges outside the State with formation of Apex Committee of Refugees at par with Kashmiri migrants, sources said.
