| JK Legislative Assembly without official website | | RTI Activists seeks SIC's intervention | | Early Times Report
SRINAGAR, June 2 : As the J&K Legislative Assembly has failed to create its official website, RTI activists have knocked the doors of the State Information Commission (SIC) and have urged upon Chief Information Commissioner for his intervention into the matter as the matter is directly related to violation of the J&K RTI Act 2009. RTI Activists lead by Dr Raja Muzaffar Bhat have filed a complaint in the State Information Commission (SIC) on Monday and have urged upon the Commission to take the officials at the helm of affairs at Legislative Assembly to task as they have failed to make pro active disclosure under section 4 of State RTI Act in-spite of the lapse of more than 5 years till date. The complaint filed by RTI activists before SIC reads as, that J&K Legislative Assembly has not created its official website till date which directly violates the provisions of the J&K Right to Information Act 2009. That in absence of the official website , the J&K Legislative Assembly has failed to make the pro- active disclosure under section 4 (1) (b) of the J&K RTI Act 2009 which is an open violation of the said act . That it is a matter of grave concern that a person has to seek information under RTI Act from the PIO of JK Legislative Assembly to get information about questions raised by the MLAs in the house, while as all other Legislative Assemblies in different states have well maintained websites and all the information including questions raised by respective MLA's is made available proactively on such websites. Even the underdeveloped and small states like Manipur, Chhattisgarh and Goa have very nicely maintained official websites of their respective Legislative Assemblies. That the J&K Legislative Council has a well maintained official website (jklegislativecouncil.nic.in) and lot of information including questions raised by MLC's during council sessions is available on the said website , but one fails to understand why J&K Legislative Assembly hasn't bothered to create a similar official website till date. Complainant has further requested the commission that Secretary J&K Legislative Assembly be directed to create an official website as soon as possible and an explanation be sought from him. Pertinent to mention that absence of an official website for any public authority is also the direct violation of J&K RTI Act 2009 because proactive disclosure under section 4 of the act can only be effectively made via official websites of the public authorities. |
