| Ensure regular supplies of rice, flour to lepers: HC directs CAPD | | Team of lawyers to visit leper homes, 2 hospitals | | Early Times Report
Srinagar, June 13: Jammu and Kashmir High Court has constituted a team of lawyers with a direction to visit leper homes, Psychiatric and Chest Disease hospitals in Srinagar. Hearing a Public Interest Litigation, a division bench comprising Chief Justice M M Kumar and Justice Muzaffar Hussain Attar also directed Secretary CAPD department to ensure regular supplies of food items including rice and flour. The directions were issued by the court after perusal of a report filed by advocate J A Kawoosa, stating therein that the facilities in the leper homes are not upto mark. He also submitted that the rice and Atta (flour) since November 2013 has not been supplied to the leper homes by CAPD Department. There are some other difficulties and lack of facilities which are pointed out in the status report. "Keeping in view the various aspects, we feel it would be necessary to constitute a team of lawyers who may visit the leper homes and prepare a composite report in cooperating deficiencies and consequent suggestions to remedy the situation on the ground,' the court said. Accordingly the bench requested senior advocate R A Jan and J A Kawoosa to undertake the visit during the ensuing vacations to the leper homes and prepare a comprehensive report so that the court may be assisted in issuance of further directions. "Department of CAPD through its Secretary is impleaded as part respondent and direction is issued to supply food items including rice and atta regularly to the leper homes,' the court said, directing that a status report by CAPD department shall be filed by next date of hearing. "In case, the status report is not filed, secretary CAPD shall remain present in person," the court said. During the course of arguments, F A Mir, counsel for SMC, stated that 39 units for housing the leper families are likely to be completed by the end of this month and they shall be handed over to eligible leper families. Regarding issue pertains to Psychiatric Hospital Srinagar, the court asked the team of lawyers to undertake visit to the hospital in order to assist the court on facilities and shortage thereof in the psychiatric hospital. "It should also be highlighted whether the rules regarding disposal of medical waste are being complied with and what is the hygienic condition prevailing in the hospital,' the court said. "Team of lawyers may also under take visit to chest disease hospital so that apprised the court about the facilities available in the hospital," the court said and posted the case for further consideration on July 10. |
