Poll debacle forces Omar to become 'generous', concedes demands of ReT teachers
IMPORTANCE OF CABINET MEETINGS DEMEANED

SRINAGAR, June 13: Chief Minister Omar Abdullah has turned 'generous' ever since the coalition being headed by him faced debacle in the 2014 Lok Sabha elections at the hands of People’s Democratic Party (PDP) and Bharatiya Janta Party (BJP).
After youth and Government employees, today it was the turn of Rehbar-e-Taleem (ReT) teachers to get 'special favours' from Omar. Omar announced at the summer and winter capital cities of state that five years of service of ReT teachers would be included in their service books.
Ever since the ReT pattern was introduced in the state the ReT teachers were on warpath with the state Government demanding that their initial five years should be included in their service books. They also wanted their jobs to be transferred from one revenue village to other.
For all these years the state Government out-rightly rejected these demands saying that they are not justified. The state Government made it clear time and again that ReT post is non-transferable and that a ReT teacher cannot be transferred from his or her village or place.
However, the Chief Minister while speaking at the ReT educational conferences here and Jammu announced that the Government would give service benefits of first five years of the stipendiary service to the Rehbar-e-Taleem (ReT) teachers and make it transferable as well. He said this move would benefit over 55,000 ReTs.
Today's announcement is yet another pre-poll plank taken by coalition Government since the Assembly elections are few months away. If Omar would have been sincere enough he would have taken this decision at the time of assuming the charge of Chief Minister of the state.
Taking the decision five and half years after becoming the Chief Minister shows that the announcement is very much motivated by electoral politics. People generally believe that the pre-poll planks would not help the coalition partners and they are 'destined' to taste defeat in the Assembly elections.
The inclusion of five years service of ReT teachers in the service books was on the agenda of Cabinet meeting held couple of days back. Strangely the agenda was not taken up for the reasons best known to the Government. Maybe, the Government wanted the announcement to be made on a bigger stage and what better option than ReT educational conference.
In this way the state Government has somewhat demeaned the importance of Cabinet meetings. Decisions meant to be taken in closed door meetings are announced in full public view. The sole aim is to draw political mileage more so with the elections for the state Assembly round the corner.
Adding insult to the injury, Omar said the Government observed that demands of ReTs of inclusion of five years service of ReT teachers in their service records and transfer of ReT teachers were justified and should be accepted to accrue benefits to them and strengthen the system of education delivery in the rural areas.
